Background:

International Medical Corps (IMC) is a global humanitarian non-profit organization dedicated to saving lives and relieving suffering worldwide. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, non-political, non-sectarian organization. International Medical Corps is an experienced leader in responding to mental health and psychosocial needs in low resource and conflict affected setting and has experience strengthening mental health systems, and informing national policies in the longer-term development context.

 In Ukraine, IMC has been implementing JSI/USAID and OFDA funded projects focused on mental health and psychosocial support. The USAID supported project seeks to improve awareness, understanding and application of global MHPSS Inter-Agency Standing Committee (IASC) Guidelines at national and local levels in Ukraine.  IMC is translating, contextualizing, disseminating and operationalizing the IASC guidelines. To support this process, IMC facilitates a Task Force represented by INGOs, Academic Institutions and State Ministries. IMC also provides MHPSS technical training, supervision and funding to five local partners. IMC strengthens existing referral mechanisms, including referrals from psychosocial support providers to specialized mental health care by mapping service providers and holding referral workshops. The OFDA funded project works to enhance abilities to cope with psychological distress, increase sense of safety, and improve wellbeing for conflicted affected populations living in the buffer zone of the Government Controlled areas and in Non-Government Controlled areas in the East. For most vulnerable adults including young mothers and older people, social and educational group and individual support opportunities increase wellbeing and decrease isolation. Capacity of partner organizations are built through IASC guidelines, Psychological First Aid and Mental Health and Psychosocial Support in Humanitarian Emergencies trainings.

 This World Bank funded project will focus on carrying out a mental health needs assessment in 3 pilot oblasts, with the goal of generating policy and operational guidance to strengthen integration of mental health into primary health care and community based service platforms as part of Ukraine’s health care reforms. The assessment will focus on the most common mental disorders (anxiety, depression, distress and alcohol abuse) including existing primary health care and community services, human resource capacities as well as ways of coping and help seeking, barriers to care and the financial burden of mental disorders. Based on the assessment results and in coordination with the World Bank, WHO and other stakeholders, the report will outline key policy recommendations for strengthening and expanding community based mental health care in Ukraine under the reform program.

Position Summary

The Mental Health Assessment Project Officer will be responsible for supporting the coordination and timely implementation of all project activities, including qualitative and quantitative data collection, data entry and analysis, documentation of activities and results, and coordination of meetings with key stakeholders and. The Project Officer will report to the Mental Health Assessment Project Manager.

 Essential Job Duties and Responsibilities:

  1. Assist the Project Manager with day to day tasks including coordination and implementation of activities as well as documentation
  2. Attend internal and external coordination and project planning meetings as required
  3. Assist in desk top review of relevant mental health policies, plans and publications
  4. Assume primary responsibility for mapping organizations and service providers in target oblasts
  5. Collect qualitative and quantitative data from health facilities and carry out focus group discussions and key informant interviews with community members in target oblasts
  6. Create databases and enter all quantitative and qualitative data
  7. Conduct data analyses of quantitative data and theme coding analyses for qualitative data with support from project manager and IMC Senior Global Mental Health and Psychosocial Support Advisor
  8. Assist in compiling information, documentation and report writing
  9. Work in keeping with global best practice guidelines including IASC guidelines on mental health and psychosocial support and WHO/UNHCR MHPSS Assessment Guidelines

 Qualification/ Skills:

  1. Bachelor/Masters level degree in relevant field (e.g. psychology, social work, public health)
  2. Minimum of 1 year experience in the field of mental health
  3. Experience in carrying out high quality qualitative and quantitative assessments and evaluations including data collection and data entry
  4. Strong organizational skills and detail oriented
  5. Computer skills (word, excel)
  6. Strong interpersonal skills and the ability to work within different cultural environments
  7. Honest, hard working and a self-motivated person
  8. Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources
  9. Ability to travel on short notice to project sites by car or air
  10. Excellent English verbal and written skills
