Program Assistant /Translator у Міжнародну організацію Mercy Corps (Сєвєродонецьк)

Міжнародна організація Mercy Corps шукає кваліфікованого фахівця на посаду Program Assistant/Translator. Дедлайн - 1 грудня 2016 р. (далі - англ.).

PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps is beginning operations in Ukraine and will focus its interventions on key emergency response sectors including food, shelter, cash assistance and livelihood support, protection services and water and sanitation with funding initially from USAID and United Nations agencies. In April 2014, conflict broke out in Eastern Ukraine resulting in 5.2 million persons living in conflict-affected areas. Just as devastating, the UNDP estimates that 80% of the regular Donbas economy is not operational. In this conflict environment, Mercy Corps must project itself as an impartial, humanitarian organization that develops a reputation of high-accountability, quality work and with a clear understanding of humanitarian principles.

GENERAL POSITION SUMMARY:

OFDA Program Assistant/Interpreter will work closely with Program Managers to facilitate and support implementation of emergency programs.

ESSENTIAL JOB FUNCTIONS:

  1. Assist Program Managers in identification of beneficiaries eligible for programs’ assistance.
  2. Liaise with local/raion/municipal authorities to go through the IDPs/residents/host families lists and identify those eligible for programs’ assistance.
  3. Set up communities’ committees at raion/municipality/village level and communicate with them to identify the most vulnerable beneficiaries eligible for programs’ assistance.
  4. Collect the lists of potential beneficiaries at raion/municipality/village level following programs’ criteria and pass them to the Program Managers for final review, verification and approval.
  5. Assist to the Program Managers in organizing list of beneficiaries for assistance for OFDA program. Assist in making distribution plans, be closely involved in the distributions, prepare the electronic lists of beneficiaries for each sector under the program.
  6. Assist to the Program Managers to do needs assessment for programs when needed.
  7. Liaise with other INGOs/local NGOs to coordinate areas of assistance/interventions, beneficiaries’ lists to avoid duplications, attend cluster groups meetings and report to the Emergency Program Director on forthcoming needs.
  8. Translation of documents, reports from Russian/Ukrainian into English and from English into Ukrainian/Russian.
  9. Ensure adherence to Mercy Corps national staff policies by all staff.
  10. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  11. Other duties as assigned.

REPORTS DIRECTLY TOProgram Manager

WORKS DIRECTLY WITH: Program Staff, Operation Department.

KNOWLEDGE AND EXPERIENCE:

  • University Degree (humanitarian affairs, social science, human rights, development studies or other relevant field or equivalent education and experience in a related area).
  • A minimum of 1 year field experience with a humanitarian non-governmental organization
  • Fluency in English (reading, writing, speaking) required
  • Excellent writing and communications skills
  • Excellent negotiation, representation, skills and the ability to work comfortably with an ethnically diverse staff.
  • Effective verbal and written communication, organizational, prioritization and computer skills in Microsoft Office applications.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
  • Proven ability to solve problems independently.
  • Knowledge of local language desirable.
  • Knowledge of Mercy Corps systems and procedures highly desirable.

SUCCESS FACTORS:

Excellent problem solving skills, and ability to act as intermediary between program and operations staff to ensure smooth process flow while maintaining a balance between program implementation and compliance with Mercy Corps and donor policies
