Background
UN Women applies fair and transparent selection process that would take into account the competencies/skills of the applicants as well as their financial proposals.
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women work in Ukraine focuses on supporting the government and civil society in advancing gender equality and implementation of the national and international commitments. Since 2015 UN Women has been concentrating its interventions toward the realization of following strategic goals: women’s leadership and participation; implementation of women, peace and security agenda, including a humanitarian response, and gender responsive governance. UN Women works closely with the UN Country Team in integration of women’s rights and gender equality in all spheres of UN work.
To support the government in the gender-responsive restoration of governance and reconciliation in crisis-affected communities of Ukraine UN Women in partnership with the UNDP will implement the EU-funded joint project on “Restoration of Governance and Reconciliation in crisis-affected communities in Ukraine”. The project will be implemented for 18 months in two target regions of Donetsk and Luhansk Oblasts of eastern Ukraine (Government-controlled Areas). The project aims to restore effective governance and promote peacebuilding and reconciliation in crisis-affected communities of Donetsk and Luhansk regions. The primary objectives of the programme are: to improve regional and local government capacity in gender-sensitive recovery planning and service delivery; to enhance community security for women and men in conflict-affected areas and to enhance the capacity of gender equality advocates and women affected by conflict through community/social mobilization to demand accountability and transparency in local decision-making processes.
The project will support the strengthening the capacity of the local and regional authorities and state service providers in gender mainstreaming into local policies, and budgets, in Gender-Based Violence (GBV) prevention and response in 20 target Hromadas of Donetsk and Luhansk regions. The project will train local and regional authorities and service providers in gender equality principles and Gender-Responsive Budgeting (GRB) and in GBV in order to increase their capacity to put in place more participatory processes for policy making. On the grassroots level the project will mobilize the IDP and conflict-affected, and host community women’s groups. The women’s community groups will be formed within the community mobilization component of the project led by the UN Women local partner NGO in the same 20 pilot Hromadas. In order to support the synergy within the project the efforts will be made to support the interaction and cooperation between the national authorities and mobilized women’s groups through joint meetings, round tables discussion and platforms between the project mobilized local women’s groups (rights’ holders) and local authorities (duty bearers). In this manner the project will support to build the capacity in gender sensitive approaches both of ‘duty bearers’ representatives of local governments in order to fulfill their obligations and ‘rights-holders’ to women’s groups to claim their rights.
The project will support the community sensitization campaign on Gender-Based Violence (GBV) through national partners, who will be selected to design and lead the grassroots initiatives in line with the Joint Project overall Communication Strategy. The project will outline the specific elements required in a campaign to increase awareness ofGBV in target Hromadas. Additionally, project will support the initiatives in line with the project Communication Strategy through local TV and radio outlets as a part of overall project related communication campaign. The regional and local TV and radio programmes will facilitate to raise the information on the threats, risks and prevention measures for GBV and existing referral pathways for the potential victims/survivors in target regions. UNDP and UN Women will support the creation of the project’s Facebook page and administrate into English and Ukrainian. The social media will be utilized to promote the local women’s leadership, achievements and impact of their activism through publishing the multi-media materials including short videos on success stories, cases on women’s community mobilization and local advocacy actions. The project will conduct the number of visibility events such as International Rural Women’s Day, Gender-Responsive Budgeting conference summing up the project success and lessons learned inviting the people also from western Ukraine. UN Women will conduct the Women’s Congress as a high level advocacy event in Donbass in order to gather the leader local rural women, mobilized women’s groups to develop advocacy strategy and voice up the gender equality concerns with the local government in the context of decentralization reform.
In order to plan and implement the project Communication Strategy and lead the design of Outreach Campaign on Gender-Based Violence together with UNDP International Communications Consultant UN Women will hire the national Communications consultant. The national Consultant will be closely working with the UNDP hired international Communications Consultant, especially for the initial phase of the project implementation. The local consultant will support the UN Women also to plan the ongoing country specific communications events. The Consultant will conduct the field trips in Donetsk and Luhansk regions together with the UNDP International Communications consultant to meet with the regional and local counterparts in the target locations, local administration, local and national journalists, and prominent media organizations and companies, NGOs, women’s organizations especially working on GBV issues.
Duties and Responsibilities
Under overall supervision of the UN Women Gender Advisor, and direct supervision and guidance of the UN Women Programme Specialist, the national consultant in close cooperation will implement the following tasks:
Task 1: Conduct the Desk review of the existing communication and strategic documents and develop the work plan how she/he will approach the work:
Conduct the desk review of all relevant project related reports, communication and advocacy documents such as: Report on Analysis of Media in the South and East of Ukraine; Communication and Visibility Plan of UNDP and UNWomen EU funded Joint Programme on“ “Restoration of Governance and Reconciliation in Crisis-affected Communities in Ukraine”; UNFPA, GBVsurveys; GBV rapid needs assessment in in eastern Ukraine conducted by International Medical Corps; CEDAW country and shadow reports for Ukraine etc.
Develop a work plan with detailed activities and timeline, including the number of field trips to Donetsk and Luhansk regions of the Government-controlled territory of eastern Ukraine; preliminary list of stakeholders including local and regional authorities and women’ groups, to conduct the initial meetings together with the UNDP International Communications Consultant. The consultant will work closely with the UN Women Programme Analyst based in Kramatorsk for the planning and conducting the field meetings.
Liaise and cooperate with the Joint Project UNDP team in order to identify the entry points for cooperation on common communications approaches in line with the project Communication and Visibility Plan.
The Consultant should ensure full complementarity of the Communications activities with the overall UNDP-UN Women joint project Communications and Visibility Plan focusing on the pilot regions.
Task 2: Conduct the mapping of communication resources for the GBVoutreach campaign:
To do the mapping together with the UNDP International Consultant on communications resources available in Ukraine and provide initial analysis of the types and methods of communications most suitable to reach each audience at which the project is aimed (e.g. elderly people receive/respond to information differently to young people so the strategy will need to be designed bearing these different sectors in mind).
Conduct at least 10 field trips to target regions together with the UNDPInternational Communications Consultant to meet with the regional and local counterparts in the target locations, local administration, local and national journalists, and prominent media organizations and companies, NGOs, women’s organizations especially working on GBV issues for mapping and defining the key messages.
Together with the UNDP International Communications Consultant provide two-day training-workshop to the UNDP and UN Women core project implementation teams and their national partners from CSOs and/or local authorities on the Strategic Communication and Advocacy including practical session on identifying the common messages and drafting the plan of actions in line with the project’s objectives.
Task 3: Develop the GBV outreach campaign coordinate its implementation and prepare project related communication products:
Develop the GBV outreach campaign plan in coordination and consultations with the national stakeholders and in close cooperation with the UNDPInternational Communications Consultant.
The aim of the outreach campaign will be to identify the priority messages and target audience for the GBV campaign through local TV and radio outlets and social media utilization and through the use of other innovative approaches. The regional and local TV and radio programmes will facilitate to raise the information on the threats, risks and prevention measures for GBV in target Hromadas. The raising awareness and promote the communication campaign in systematic ways for Donbass region was identified as one of the key priorities to combat and prevent the rate of GBV by national partners when conducting the consultations with the women’s NGOs by UN Women andUNFPA sub-Cluster on GBV.
Assist and support the UN Women partner NGO on GBV component to implement the GBV related GBV outreach campaign plan, mapping of the media organization for partnership, conduct joint meetings, select local media outlets for target TV and radio programmes etc.
The Consultant will create and support the functioning of the project’s Facebook page and administrate into English and Ukrainian.
The Consultant will prepare and order project promo hand-out materials including leaflets, fact sheets and any other relevant materials.
The Consultant will prepare together with the UN Women partner NGO working on community mobilization component to produce at least 1 written communications-related item(web/print) and/or 1 video piece (story) about the project on quarterly basis through the life of the Project.In total 8 pieces.
Support the visibility and media coverage of the project’s high level events such as: women’s congress; event on the occasion of the International Rural Women’s Day with the participation of project target women’s groups in Kramatorsk and Sieverodonetsk; the regional conference on Gender-Responsive Budgeting; regional workshop on community mobilization. Including writing the press releases, inviting media outlets to broadcast the event, follow up and submit with media reports etc.
Support the UN Women country office in Ukraine to plan and support implementation of the ongoing country specific communications events in line with the Overall UN Women Communication Strategy.
The assignment will include at least 10 field trips to Donetsk and Luhansk regions and pilot Hromadas. The detailed schedule of field trips will have developed at the early stage of the consultancy.

Inputs
UN Women will provide the national consultant with background materials and also with assistance from the project team during the field trips to target locations (vehicle, organizing meetings with the authorities and CSOs etc.)
The consultant is expected to work using her/his own computer, but he/she will be provided by access to use UN Women office during the field mission in Donbas and when needed in Kyiv.
UN Women will also provide the office premises for meetings with the stakeholders both in Kyiv and Kramatorsk when needed.
Performance evaluation:
Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on a delivery by delivery basis to the consultant.
Financial arrangements:
Payment will be disbursed in six instalments upon receipt upon receipt of the deliverables (as per above matrix) and their certification by the UN Women Programme Specialist that the work submitted is of the required standard and as per the requirements set out in the TOR.
The travel related costs will not be covered by UN Women, the consultant should submit the calculation of the travels including in the financial proposal.

Required Skills and Experience
Qualifications Education:
A bachelor’s degree in journalism, communications and public relations, social sciences, or a field relevant to the work required. A master’s degree is an asset.
Experience:
6 years of relevant experience in the field of communications and public relations;
Previous experience with developing the communications and outreach products, plans, strategies based on the needs, profile and mandate of the organizations;
Proven knowledge and practical work experience in capacity building of national stakeholders in communication and advocacy strategies, including providing the tailored made training and workshops;
Experience working with international and national media organizations, companies in the field of communication and public relations or related field;
Proven understanding and knowledge of the media, social and political context in Ukraine;
Previous professional experience with development agencies and/or the United Nations is an asset.
Languages and other skills:
Proficient in written and oral Ukrainian, Russian and English;
Computer literacy and ability to effectively use computers, related software and standard applications for concise communication and development of complex written documentation.
Evaluation of Applicants:
Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:
Technical criteria, 70% of total evaluation – max 70 points:
The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:
Criterion A – Relevant education. Maximum obtainable points- 10.
Criterion B – Language and IT skills. Maximum obtainable points- 5.
Criterion C – Relevant Experience with total for all of the following criterion including the relevant experience in the field of human rights, gender equality, and/or advocacy especially working for and with vulnerable and excluded groups; previous experience with gender analysis and Gender-Responsive Budgeting; proven knowledge and practical work experience in capacity building in Gender-Responsive Budgeting; experience with working with local and regional government; and professional experience with development agencies. Maximum obtainable points- 55.
Total Obtainable Score- 70.
Financial/Price Proposal evaluation:
Candidates who fail to submit a price proposal will not be considered;
Only the financial proposal of candidates who have attained a minimum of 49points in the technical evaluation will be further considered and evaluated;
The total number of points allocated for the financial/price component is30; and
The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30
(S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
