Вакансія Deputy Chief of Party у Counterpart International (Київ)

Counterpart International is currently seeking a Deputy Chief of Party for an anticipated USAID-funded program in Ukraine to build the organizational capacity of civil society and grassroots organizations and enhance their ability to conduct civic education activities and mobilize civic engagement through national, regional, and local coalitions and initiatives. The DCOP will support the Chief of Party to provide overall day-to-day management and coordination of project technical personnel and functions, including ensuring that appropriate technical and financial reporting requirements are met. S/he will be expected to interact regularly with project and Mission staff, as well as with civil society organization (CSO) partners, government officials, and other local stakeholders. This is a full time position based in Kiev, Ukraine. This position will report to the Chief of Party (COP). Local candidates are strongly encouraged to apply.

Duties and Responsibilities:

  • Support the Chief of Party in the overall management and implementation of the program.
  • Provide technical support to local partner organizations in the areas of civic engagement and civil society capacity building.
  •  Lead efforts to enhance civil society provision of civic education to inform and empower citizens, improve the organizational capacity of CSO partners, and strengthen civil society’s engagement in public dialogue and advocacy.
  • Support the development of program strategies, planning, and implementation of program activities while ensuring cohesion among the program components, with attention to gender integration and social inclusion.
  • Guide and ensure the highest quality of project monitoring, evaluation, reporting and communications.
  • Ensure program implementation is in compliance with Counterpart and USAID rules and regulations.
  • Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
  • Represent Counterpart to USAID, local and national governmental authorities, local CSOs, community organizations, and other donor organizations.

Required:

  • Bachelor’s degree in political science, public policy, international development, and/or other related field.
  • Minimum 12 years of total experience required; at least 5 years of experience working with civil society in Ukraine.
  • Previous experience providing organizational and technical capacity building to CSOs.
  • Demonstrated experience developing relationships and working collaboratively with Ukrainian government agencies and local organizations.
  • Demonstrated record of championing social inclusion across programming, such as gender integration and inclusion of women, youth, internally displaced persons, persons with disabilities, ethnic and religious minorities, and other marginalized communities.
  • Demonstrated knowledge of civil society, media, political, and social contexts in Ukraine.
  • Excellent organizational, analytical, oral, and written communications skills.
  • Professional proficiency in English required.

Preferred:

  • Master’s degree in political science, public policy, international development, and/or other related field.
  • Previous experience awarding, managing, and monitoring sub-awards.
  • General knowledge of USAID rules and regulations
  • Fluency in English, Ukrainian and/or Russian preferred.
  • Previous experience as a Deputy Chief of Party, Senior Manager, and/or Team Leader of a comparable multi-dimensional USAID project.
