Counterpart International is currently seeking a Director of Finance and Administration for an anticipated USAID-funded program in Ukraine to build the organizational capacity of civil society and grassroots organizations and enhance their ability to conduct civic education activities and mobilize civic engagement through national, regional, and local coalitions and initiatives. The Director will be responsible for all aspects of financial project management, as well as coordination of all financial activities. The Director should have experience in the areas of: financial management, cost negotiations, procurement, auditing, and subgrant management, as well as USAID rules and regulations governing financial and administrative management and oversight of programs. This is a full time position based in Kiev, Ukraine. This position will report to the Chief of Party (COP). Local candidates are strongly encouraged to apply.

Duties and Responsibilities:

  • Establish financial management systems, procedures and controls and review them on a regular basis to ensure compliance, transparency and effective utilization of resources.
  • Manage program budget and oversee all financial disbursements and procurement ensuring compliance with US government regulations and Counterpart policies.
  • Supervise day-to-day operations of the finance and administration team, mentoring and building their capacity. 
  • Assess capacity building needs and provide training and technical assistance in financial management to local sub-grantees.
  • Monitor program burn rate and support the development of pipelines, burn trackers, accruals and spending projections.
  • Prepare and ensure timely submission of all financial reports, records, files and cash requests to Counterpart headquarters.
  •  Oversee development of key HR policies and personnel manual, and ensure their adherence to local labor laws.
  • Calculate and pay employee salaries and taxes and other tax reporting based on local law requirements.
  • Other duties as assigned.

Required:

  • Bachelor’s degree in finance, business administration, or related field is required.
  • Minimum of twelve (12) years of related experience; at least five (5) years’ work experience in financial management with experience and knowledge of international donor programs.
  • Knowledge of Ukrainian financial and accounting systems.
  • Familiarity with subgrants management.
  •  Demonstrated knowledge of USAID and other USG rules, regulations, policies, and procedures.
  •  Knowledge of MS Word, Excel and QuickBooks accounting software.
  • Excellent organizational, analytical, oral and written communications skills.
  • Demonstrated supervisory and leadership skills, ability to work well in a team environment and ability to work under pressure.
  • Minimum professional proficiency in English required.

Preferred:

  •  Fluency in English, Ukrainian and/or Russian preferred.
