Вакансія Food Security/Assistance Program Manager у Mercy Corps (Сєвєродонецьк)

Mercy Corps is implementing an emergency response program in Luhansk Oblast, Ukraine since March 2015 following military conflict in Eastern Ukraine region. The conflict resulted with hundreds of thousands of internally displaced people, many casualties, and long-term impacts of this war on the affected civilians. Mercy Corps program is providing emergency cash and food assistance to IDPs and vulnerable civilians in Ukraine government controlled Lugansk region. 

GENERAL POSITION SUMMARY:

This is a management level position, working under the direct supervision of the Program Director.  The position if full-time, based in the field office in Severodonetsk, with frequent visits to project sites across the Lugansk Oblast, and requires direct supervision of multilevel program team. The Program Manager will be responsible for the direct oversight of Mercy Corps food assistance activities that involve cash transfers, distribution of commodities and small scale, community based short term work initiatives.

ESSENTIAL JOB FUNCTIONS:

  • The technical aspects of the role will include leading project activities identified and budgeted in the program proposal.
  • The management aspects of the role will include: 1) to lead day-to-day program operations, 2) coordinate management of the program with other MC programs and partners at the operation level 3) operations, logistics and financials, and 4) communications.
  • Manage the budget and related program expenditures. Provide reliable monthly cash flow projections on a timely basis to ensure efficient cash flow.
  • Manage essential logistics to ensure the effective operation, including basic procurement and accurate paperwork
  •  Representation in formal and informal coordination meetings and networks, including representation, reporting to and coordinating with local authorities.
  • Provide regular reports on all program aspects. Monthly/quarterly reports include activities carried out, evaluation methodology and suggestions for follow-up, when necessary. Based on input from all program staff, complete monthly activity reports as per format provided, and ensure that all other staff under direct supervision complete and submit their reports in a timely manner.
  • Directly supervise program staff and regularly visit all project sites. 
  • Arrange, schedule and perform regular monitoring of the progress of projects at all phases (survey, selection, planning and design, implementation, monitoring) completing related reports as per guidelines set forth by Program Director.

KNOWLEDGE AND EXPERIENCE:

  • University degree in a relevant field or a general management degree.
  • Minimum 5 years of management experience, management of teams and multi-layered project activities.
  • Experience working for development programs including NGO and UN projects is highly desirable.
  • Fluency in both written and spoken English as well as Ukrainian and Russian.
  • Strong organizational skills and ability to manage emergency program activities.
  • Strong communication skills with local communities.
