Mercy Corps is implementing an emergency response program in Luhansk Oblast, Ukraine since March 2015, responding to the humanitarian needs arising from the military conflict in Eastern Ukraine region. The conflict resulted with hundreds of thousands of internally displaced people, many casualties, and long-term impacts on the psychological health of civilians. Mercy Corps is implementing assistance activities for conflict-affected civilians with specific focus on children and youth from the Donbass Region aimed at improving their psychosocial well-being, supporting community initiatives that contribute to improved child protection and provide safe spaces for children and youth focused activities.
GENERAL POSITION SUMMARY:
Mercy Corps will support community centers and initiatives offering activities that promote child protection and psychosocial well-being. The Protection Coordinator will be responsible for the management of all elements of the project activities at the target project sites. The position requires excellent communication skills, creative thinking and very good planning skills. Previous experience working with children and youth is desired. The Coordinator will be responsible for ensuring that implementation is in accordance with the project plan with outputs as outlined by management in respective programs. Responsible for ensuring that all timelines, financial and administrative requirements are met as per guidance from program management. This is a full time position reporting to the Program Director.
ESSENTIAL JOB FUNCTIONS:
- Overall responsible for the activities management related to the protection component of the program, related expenditures and liaison activities with other components.
- Focal point for receiving requests from the field and partners on potential program interventions; taking the lead on designing, organizing and implementing projects and activities. This advice on process, review of plans or documents submitted by partners, monitoring on-going activities, advising on purchasing related materials and cost/materials estimates.
- Day to day coordination of activities at project sites, monitor their progress in regards to the plan and provide all necessary follow up. Ensure the timely completion of technical support activities in line with budgets and estimates.
- Assess and evaluate planned protection interventions against Mercy Corps objectives and guidelines, feasibility and compliance with donor guidelines.
- Coordinate equipment, materials and supplies needs and deliveries to the project sites.
- Prepare consolidated cash flow needs on a monthly basis.
- Ensure the timely completion of monthly, quarterly and other program reports. Regular reports include activities carried out, evaluation methodology and suggestions for follow-up, when necessary.
- Ensure good internal coordination and subsequent high quality project selection, design, implementation, monitoring and management.
- Contribute to the development of new program initiatives.
- Provide feedback to the Monitoring and Evaluation system in order to asses the effectiveness of the projects and impact and propose recommendations for improvement.
ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- A relevant university degree – social work, psychology, psychosocial studies, counseling, education, etc.
- Knowledge international conventions related to protection.
- A minimum of three years of experience working in child protection, psychosocial or education focused programs.
- Experience managing or coordinating complex activities, with participation of formal and non-formal groups, large groups of children and/or youth, and government structures.
- Ability to identify problems and propose potential solutions.
- Strong communication, facilitation and inter-personal skills.
- Good knowledge of English (writing and oral presentations skills).
