Chemonics International Inc. is looking for Administrative Assistant

Chemonics seeks qualified specialists for the USAID Ukraine Democratic Governance East (DG East) Activity. DG East aims to strengthen the connection and trust between citizens and their government in Eastern Ukraine and effectively promote civic awareness, social entrepreneurship, citizen engagement, and the benefits of broad integration into the Euro-Atlantic community through more responsive local governance in areas most affected by conflict and divisive influences. The position will be based in Mariupol.

Responsibilities for this position include:

·        The grants and procurement assistant (GPA) will support the grants managers (GMs) and procurement managers (PMs) with administrative tasks related to development, implementation, and close-out of program activities.

·        Prepare, register, enter into tracker and submit Purchase Action Requests for review to the PM.

·        Prepare and submit payment request packages for review to the PM and GM.

·        Liaise with grantees and vendors to collect payment, procurement, inspection, and registration related documentation as necessary.

·        Assist the PM and grantees procurements under the micro-purchase threshold.

·        Consult with the PM and GM on budget performance, including potential activity overspend or anticipated de-obligations in a timely manner.

·        Enter activity disbursements into the activity disbursement tracker on a weekly basis.

·        Draft grant agreement modifications for review by the GM.

·        Label and maintain complete electronic and hard copy files; ensure activity file checklists are populated throughout the activity with relevant documentation as it becomes available; assist the GM and PM to ensure the completion and accuracy of files in preparation for activity closeout.

·        Make hotel and transport reservations for consultants engaged as short-term technical assistants traveling to and within Ukraine.

·        Assist with the logistics of conferences, workshops, trainings, and other capacity building exercises.

·        Conduct site visits to grantees during delivery of procured items, or follow-up inspection visits, ensuring procured items are utilized and branded appropriately.

·        Responsible for entering disbursements into activity budgets and reporting to the Supervisors on a weekly basis.

·        Schedule grantee meetings, bidders’ conferences, etc. at the request of the GM and PM

·        Serves as acting GM or PM as needed.

·        Assist GM and PM with disbursement forecasting on a weekly basis.

·        Other duties as assigned by the GM, PM, Regional Director or Deputy Chief of Party. 

Qualifications:

·        University degree

·        At least one (1) year of relevant administrative, procurement, grants management experience on donor-funded projects with preference for USAID-funded project management experience.

·        Demonstrated experience in procurement and grants focused on ensuring compliance with established rules and regulations and Ukrainian laws.

·        Ability to work independently with minimal supervision, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good judgment that reflects positively on the DG East program.

·        Detailed knowledge of USAID rules and regulations preferred but not required.

·        Ability to effectively use computer software including the full Microsoft Office suite

·        Ability to effectively communicate verbally and in written form in Ukrainian, Russian, and English
