Background

HelpAge International helps older people claim their rights, challenge discrimination and overcome poverty so that they can lead dignified, secure, active and healthy lives. HelpAge in Ukraine has responded to the prolonged armed conflict in the eastern parts of Ukraine since 2014, and offers protection services, homebased care and runs community safe spaces for older people and people with disabilities, affected by the conflict and on both sides of the conflict.

Job Purpose

With guidance and direct support from the Deputy Country Director, the Advocacy and Communications Officer (AC) will work on developing and implementing a focused advocacy and communication approach, as part of HAI’s humanitarian response in east Ukraine. The AC Officer will develop and deliver the approved core advocacy and communications strategy, develop and build relationships and networks with key partners, be informed and up to date on key issues/concerns relating to the conflict and how these are affecting older people, and represent HelpAge at various relevant forums to advocate for the inclusion of conflict affected older women and men, including those with disabilities, in humanitarian response. . 

Job Description

Advocacy (70%):

  • With support from the Deputy Country Director and technical guidance from the HelpAge Humanitarian Advocacy Advisor (London), develop and implement an advocacy strategy in support of the inclusion of older people, including those with disabilities, in Ukraine in the humanitarian response.
  • Collaborate with key actors, carry out policy analysis on older people issues, and draft and use policy briefs to engage local and international humanitarian NGOs, donors, UN agencies, the OSCE and the government at various levels, on older people issues.
  • Participate and contribute to the various protection-based forums and meetings at the Kyiv and field level to advocate on the issues and concerns of conflict affected older people. Prepare supporting evidenced based information to present at the meetings and other forums.
  • Work closely with the Ministry of Social Policy (MoSP), MTOT on the implementation of MoUs and cooperate with other relevant Ministries as required.
  • Communicate and link with other humanitarian organisations where HAI has signed MoUs for cooperation and support for the interagency referral mechanism. HAI is signing MoUs with NRC, DRC and already signed with DORCAS International Aid (DIA).
  • Proactively develop and contribute to proposal writing to raise resources for advocacy and communications work in Ukraine.

Communication (30%):

  • Identify and produce quality printed and multi-media (audio/visual) materials around the HelpAge umbrella themes for local and international usage e.g. in campaigns, for fundraising, on website, in publications, presentations and media work.
  • Draft communication and advocacy materials including but not limited to, newsletters, reports, promotional materials and talking points for senior managers.
  • Maintain a record of all advocacy and communications material produced and events supported.
  • Support HelpAge staff in developing human interest stories and develop high quality case studies to support donor reporting, resource development, and communications and media work”
  • Ensure all donor visibility requirements are met and followed in relevant publications, training materials, supplied NFIs, workshop events and other areas (T-shirts etc..)
  • Build strong relationships with national and local media and radio sources with position HelpAge as a credible and reliable source of information on the issues of older people and ageing.
  • Lead on developing content for the region’s programme’ section of HelpAge International’s website, and to ensure the content is accurate, lively and up-to-date.
  • Assist in the preparation, writing and editing of different reports (HelpAge Monthly Progress Reports, Reports to the EME Regional and Donor Reports).
  • Update and review regularly the HAI Ukraine Facebook page.

PERSON SPECIFICATION:

Knowledge and experience:

  • Relevant experience in advocacy and/or communications roles, with experiences in working with development and/or humanitarian agencies or equivalent.
  • Experience of developing advocacy and communication materials and dissemination approaches.
  • Able to develop and implement creative campaigns and building networks for change, and securing changes to NGO / donor / government policy and practice .
  • Ability to identify opportunities to engage the public in advocacy strategies and convert these into clear campaign messaging and activities.
  • Sound knowledge and understanding of traditional and social media industry and the use of new media technologies for advocacy and communication.
  • Experience of producing information brochures/pamphlets to support advocacy messaging
  • Excellent communication skills: ability to use his/her common sense, tactfulness and reasonability, ability to cooperate, understand and provide support to colleagues
  • Good IT skills (Microsoft Office programmes - Word, Excel, Power-point and Outlook).
  • Excellent written and verbal communication skills in English, Ukrainian and Russian.
  • Experiences in report writing on project activities and providing analysis and assessments.
  • Experience of managing audio/visual materials (video/photo collection).
  • Cultural sensitivity and judgment and maintaining impartiality and objectivity
  • Respect for older people and sensitivity toward their culture, customs & religion.

Desirable

  • Experience working with a Humanitarian INGOs on the similar organization.
  • Knowledge of and interest in humanitarian actions and/or ageing issues.
  • University Education with a relevant graduate qualification.
  • Experiences in networking and in negotiation skills with local authorities and other NGOs.
