Purpose of consultancy:

The consultant will assume responsibilities related to the planning, implementation
and monitoring of the youth-related program activities under the approved UNFPA
CO annual work plan for 2018.

Scope of work (Description of services, activities, or outputs):

The consultant in Youth Development will undertake the following tasks:

Oversee and guide implementing partners (IPs) in delivering youth-related activities as
part of the 2018 annual work plan.

Be responsible for timely and efficient achievement of all youth-related outputs,
both IP and UNFPA-implemented, as per the 2018 annual work plan, including
following key actions (subject to revision):

  • Conduction of Skills-Labs for Youth in selected municipalities;     

  • Conduction of day-long youth-business WOW forums in five cities;

  • Conduction of a day-long national conference Career Talks 2018 on results of Pact for Youth  2020;

  • Conduction of a three-day inter-regional Youth forum in Kremenchuk;

  • Development of curriculum and conduction of summer life-skills camps for Youth;    Conduction of public advocacy campaigns on healthy lifestyles in four cities;

  • Conduction of a Youth contest on best short video tackling healthy lifestyles and safe  Behaviour;

  • Development of the concept for engaging youth in the framework of UNSCR 2250 (municipality level);   

  • Ensure provision of technical support (national consultant) to the Ministry of Youth and Sports in the development of a National Action Plan on Youth Employability;

  • Provision of support to the responsible Programme Officer in overseeing development of youth well-being index (IT solution);

  • Joint activities with UNICEF in the framework of MoU on child and youth friendly
    cities initiative;

  • Ensure effective monitoring (including through field visits) of all work plan activities and timely reporting on the results (including provision of relevant inputs to the quarterly UNFPA SIS online reporting system);

  • Liaise with the Ministry of Youth and Sports of Ukraine and provide technical expertise in the implementation of the State Youth Program 2016-2020;

  • Organize and conduct regular meetings of the UN Youth Working Group;

  • Serve as UNFPA youth focal point during all relevant inter-agency meetings and outside events and activities;

  • Identify and use innovative approaches/solutions for advancing youth policy agenda, youth empowerment, and identify opportunities for partnership and joint programming with UN Agencies and other partners.

Duration and working schedule:

Starting date: June 1st 2018

Duration: 4 months initial with possible 2 month extension

Working schedule: Full-time, Monday to Friday, 09 -17 with travel to target regions/municipalities

Place where services are to be delivered: Kyiv, Ukraine (duty station)

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The program activities should be delivered timely and in accordance with the approved annual work plan for 2018.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Preparation of quarterly and annual progress reports and donor reports (when applicable), as well as organisation of progress reviews as necessary.

Supervisory arrangements:

This consultancy will be directly supervised by UNFPA Assistant Representative

Expected travel:
Multiple field visits to different regions of Ukraine

If travel is required and authorized by UNFPA, and a ticket is not provided by UNFPA, the individual consultant is entitled to reimbursement of ticket cost(s), upon presentation of used ticket and ticket stubs in an amount not to exceed the economy class fare or excursion fare, if applicable. The individual consultant will receive a daily subsistence allowance at United Nations authorized base rates when traveling outside Kyiv, Ukraine. Other necessary travel related expenses approved by UNFPA may be reimbursable based on UNFPA’s current practice and authorized rates.

Required expertise, qualifications and competencies, including language
requirements:

Education:

Advanced university degree in either social sciences, public health, medicine, sociology, gender, international relations, international development, public administration, management or any other related field.

Knowledge and experience:

At least 7 years of increasingly responsible professional experience in development work;

Substantive knowledge and practical experience in youth programming;

Strong track record of technical leaderships and proven ability to produce demonstrable results;

Excellent communication skills;

Proficiency in current office software applications.

Language:

Fluency (oral and written) in English and Ukrainian.

Inputs / services to be provided by UNFPA or implementing partner (e.g support
services, office space, equipment), if applicable:

UNFPA will provide necessary equipment and working space to fulfil the assignment
Additional services could be provided after UNFPA authorisation.

Other relevant information or special conditions, if any:

Consultancy fees will be paid on monthly basis, after acceptance by UNFPA of the summary reports on the services delivered by the consultant.

Any remarks, proposals, complaints or claims to the consultant regarding services being provided in line with these terms of reference should be submitted to the consultant in writing within 10 days of submission of consultancy deliverables or reports by the consultant.

The scope of works to be performed by the consultant under these terms of reference, as well as other conditions of the consultancy, could be modified, if required, through a written agreement between the consultant and UNFPA.
