About Project: The EU-funded project is assisting the Antimonopoly Committee of Ukraine (AMCU) in upgrading of the State aid monitoring and control system, including legislative, operational and organisational improvements aiming to meet EU standards. The Project is being implemented by an international consortium led by WYG Consulting Ltd. (HR). WYG is a Pan-European technical services provider with legal entities across Europe and actively engaged in Ukraine since 2002.

One of the Project components (“Strengthening of Institutional Capacity of the State aid system”) is aimed at the development of knowledge and skills of the AMCU staff and other stakeholders in the State aid system both on the central and regional levels, regarding legislation, principles and procedures of State aid control. The Project will deliver a comprehensive training programme tailored for specific needs of the AMCU staff, as well as State aid grantors (ministries, state administrations and bodies of local self- governance).

Position Summary:Design and development of the State Aid Register (database) for collecting and analysing the State aid information, including development of interface with the EDMS (Askod) and Internal Portal of the AMCU (Activity 1.3.2 according to the Overall Plan of Project Activities).

Main duties and responsibilities:

  • To analyse the input and output data, reports and existing State Aid Portal and E-document management system databases, analyse the data, which will be collected in Database of State Aid Registry for preparing the database architecture;
  • To analyse the structure of data, which are present in AMCU reports (for Government and EU) and which are using for decision making support in AMCU State aid monitoring and control function;
  • To develop the specification and Terms of reference for Database of State aid registry software, including database architecture, reporting and analyses tools, publication of reports to internal and external portals of AMCU;
  • To develop the Database of State aid registry based on prepared Terms of reference and specification (including the database, reporting tools, web-application for reports publishing); 
  • To support the Database of State aid registry during the pilot implementation, provide correction of functionality by the pilot implementation results, participate in preparation of the instruction and documentation, and support the system at the beginning of implementation.

Qualification requirements:

  • A University Degree – in appropriate subject;
  • Minimum 7 years of professional experience as a software developer;
  • At least 5 years of proven experience in database development;
  • Strong knowledge of Oracle, Oracle analytics tools;
  • Experience in web-applications development;
  • Good knowledge of English and Ukrainian (both written and oral skills);
  • Good knowledge of e-document flow system “Askod”;
  • Proactive attitude and ability to work with minimal supervision.
