The Project aims at bringing the regulatory and institutional arrangements for corruption prevention within Ukraine closer to international standards for transparency and accountability in the public sector and thus help ensure more responsiveness and efficacy from state bodies at national and subnational levels. The project (1) renders assistance to establishing regulations on issues related to conflict of interest, assets declarations, and corruption risk assessment, which spell out mandates and operational procedures for the duty-bearers, (2) contributes to duty-bearers’ capacity development to operationalize adopted frameworks in everyday operations, and (3) encourages local oversight of the anti-corruption reform implementation.
Corruption is a major and systemic problem that has consistently undermined economic and social progress as well as the reform agenda in the country. Aiming at more effective and accountable public institutions that respond to the needs of all persons, especially the most vulnerable, an evidence base of how men and women are affected by corruption are crucial for improving the country’s policies and achieving sustainable development.
Therefore, the Project envisages research on the gendered impacts of corruption in Ukraine, documenting and analysing corruption from a gender perspective, and making recommendations on how to address this issue and include it into gender and corruption-related awareness raising campaigns based on the findings.
Duties and Responsibilities
Objective
The objective of the study is to examine the relationship between gender and corruption and to propose ways to effectively promote gender equality, women empowerment, and corruption prevention. The analysis will focus on the different impact of corruption on men and women, taking in consideration demographic variables such as age, rural/urban, geographic region, etc.
The research should be guided, but not limited, by the following questions

Under the general supervision of the Team Lead or her designate, the consultant is responsible for the following tasks:
Expected outputs and deliverables
The final output will be an analytical report based on qualitative and quantitative documentary review and data analysis.
· A research methodology, approved by the Team Lead.
· An analytical report containing research findings, methodology description, and data visualization in Ukrainian or English in the Microsoft Word format (approx. 20 pages without Appendices).
· A concise visual description and interpretation of the findings in Ukrainian or English in the PowerPoint format (approx. 10 slides).
Research methodology and report structure shall be agreed with the Team Lead
Commencement date and performance period:
1. Approval of methodology and report structure – approx.1 week
2. Data gathering and analysis, writing and submitting a draft report – approx. 2 weeks
3. Finalizing the report and preparing a presentation – approx. 1 week
4. Presenting the findings at the public event – tentatively in July 2018

Requirements for monitoring/reporting:
Basic requirements to the reports
The structure of the report shall include the cover page, report summary, contents, glossary of terms, introduction, report body with the analysis of the research findings, conclusion, recommendations and appendices. The report should be written in professional and comprehensible language. The analysis shall adhere to basic requirements of research, in particular: rely on empirical data, use scientific methodology of data analysis, contain an objective consideration of different positions and reasoning for conclusions, the data should be verifiable, while the analysis of quantitative and qualitative data should have the possibility to be reproduced by independent experts. All tables should be presented in the Microsoft Excel format. The report structure shall be agreed with UNDP’s Enhanced Public Sector Transparency and Integrity Project’s Team Lead. The consultant shall cooperate with UNDP. All proposals and comments of UNDP shall be taken into consideration by the consultant. The consultant shall send the report in an electronic form to the email of the Team Lead and shall print and send one paper copy to the postal address of the Project. The report shall be published after it is accepted by the Team Lead.
Work planning
The work is built in strict adherence to the contract, including annexes and this ToR, signed by UNDP and consultant. The work and reporting schedule, research methodology, and other texts shall be cleared by
Quality control
The quality control is performed by UNDP’s Enhanced Public Sector Transparency and Integrity Project’s Team Lead. To control the quality of the produced work, UNDP has the right to establish any task forces of experts who shall, according to the techniques designed by respective task forces, assess the conducted research. All recommendations by the Team Lead and the expert task forces need to be taken into consideration in the subsequent work of the consultant.
The consultant shall report to the Team Lead or her designate. The payment shall be arranged in stages in accordance with the proposed payment scheme below and upon the acceptance of the deliverables based on quality control and acceptance of recommendations. UNDP will be the ultimate authority to control the quality of work results and assess the consultant’s performance during the assignment. The consultant shall comply with UNDP standards, and provide the necessary information, reports, and statistics according to a preliminary determined schedule.

Management arrangements
The consultant will be supervised by the Enhanced Public Sector Transparency and Integrity Project’s Team Lead, or her designate, to whom the consultant will be directly responsible, reporting to, seeking approval/acceptance of output. The consultant will submit four deliverables as set out in the schedule of deliverables above. The consultant is expected to liaise with relevant stakeholders identified at inception. The consultant will receive necessary guidance, clarifications, available information/materials that may be needed for this task. The consultant shall be responsible and ensure timely performance hereunder, logistics, human resources, and expenditures related hereto as well as the quality of works in close consultation with UNDP Ukraine.

Reporting
The consultant shall provide the first and second drafts, and the final report (in soft and hard copies) incorporating final recommendations in Ukrainian. No reports and/or documents shall be published, circulated, or distributed to any third party without prior approval of UNDP. Work-progress reporting/monitoring meetings will be held with the consultant on a weekly basis; however, UNDP may request information on the status of the work and services at any time. UNDP shall have final authority as for acceptance of the work in terms of the quality and completeness thereof.

Financial proposals
The remuneration is expressed in a lump sum, specifying the cost of professional services for the assignment – the total amount and distribution in accordance with the above-mentioned proposed schedule of tranches, as well as line-item breakdown. Payments will be made in tranches as described in the section “Requirements for monitoring/reporting”. The lump sum amount must be “all-inclusive”.

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Evaluation Criteria
Applications will be first screened based on the following technical criteria:

[15 pts – high level of both quality and relevance; 10 pts - intermediate level of both quality and relevance]

[5 pts – highly proficient; 4 pts – good knowledge]
Only candidates meeting requirements listed in the section 7 and obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the interview.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer.
