In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which reshapes the relation between the national, regional and local level. The Ministry of Regional Development, Construction, Housing and Municipal Services (MinRegion) is responsible for the overall implementation of this milestone reform process. Given the important new tasks, responsibilities and financial resources that local self-governments have gained and the establishment of new institutions such as the Local Government Development Center (LGDC), the implementation of the reform has to be accompanied by expert advice, trainings and diverse support measures.

For managing, coordination and support to our Programme, we are looking for a highly motivated Advisor on Capacity Development with an innovative mind-set, management experience and excellent knowledge of specifics of Ukrainian territorial-administrative reform. 

Responsibilities

The Capacity Development Advisor (further, CD Advisor) is responsible for:

  • Provision of professional advice to all interested partners, beneficiaries and target groups (public officials and technical/administrative staff, state servants, NGOs, civil sector activists, private sector etc.) on a wide range of issues related to capacity development measures in the context of the decentralisation reform;
  • Support of the U-LEAD Regional Liaison and Development Unit and coordinates with other U-LEAD Programme units in the implementation of the programme “Support to the decentralisation reform in Ukraine” concerning wide range of issues related to capacity development in regard to the thematic support packages;
  • Ensuring innovation and knowledge management;
  • Planning, Monitoring & Evaluation as well as Reporting;
  • Ensuring compliance with GIZ standards and rules in all activities conducted by U-LEAD Programme.

Tasks of the CD Advisor are as following:

  • Identification of the Capacity Development (further, CD) needs and fields of activities;
  • Development of overall CD strategies, concepts and management schemes to address CD needs at the local level;
  • Contribution to development of thematic support packages;
  • Identification of CD partner institutions both in Ukraine and abroad, design implementation contracts and control their due operation;
  • Establishment of CD networks at the local, regional, national and international level;
  • Development and implementation of the programme’s CD activities, their monitoring and evaluation system;
  • Drafts the development of guidelines on the above-mentioned fields of activity;
  • Contributes to the preparation and provision of CD training and skills development schemes, study tours and networking events;
  • Contributes to cooperation and development of synergies with partner initiatives in and outside Ukraine;
  • Research and advise on CD measures;
  • Draft CD concept notes, presentations, reports;
  • Cooperation with other GIZ projects when required;
  • Ensuring compliance with U-LEAD Programme standards in all internal and external communication and presentation according to GIZ PR and communication policies.

General obligations

  • Provides expert support to ongoing tasks and duties of the U-LEAD Regional Liaison and Development Unit, in general, and related to the development CD measures in the context of the decentralisation reform;
  • Coordinates regularly with GIZ contact persons concerning all project activities;
  • Discreet behaviour vis-a-vis third parties in all internal matters;
  • Respects the GIZ guidelines on integrity.

Other / additional tasks

  • Programming, implementing, monitoring and evaluating those activities of the U-LEAD Regional Liaison and Development Unit;
  • Implementation of other project activities and other assigned tasks;
  • Participates in trainings in relation with the needs of the assigned function and the associated obligations. Specific training needs will be identified and selected together with the superior.

Required qualifications, competences and experience

  • Master’s or BA degree in a related area (e.g. public management, social sciences, organisational development, law).
  • At least 2 years (Master’s degree) or 4 years (BA degree) relevant work experience (including project management), preferably with relation to public sector (at local, regional, national or international level) or in CD institutions
  • Comprehensive knowledge of CD strategies and CD stakeholder landscape (training institutions, academies, civil society organisations etc.) both in Ukraine and abroad
  • Experience in international development cooperation is an asset.
  • Knowledge of decentralisation and Ukrainian legislation is an asset;
  • Basic knowledge of the regional development policy of the European Union is an asset;
  • Excellent knowledge of MS Office;
  • Professional proficiency in English, Ukrainian, and Russian. German is an asset;
  • Strong organisational, planning and self-management competences;
  • Creative and innovative approach to designing solutions for identified needs;
  • Ability to deal with multiple tasks simultaneously, meet deadlines and maintain a high quality of work;
  • Excellent communication, networking and presentation skills;
  • Proactive and hands-on attitude;
  • High degree of loyalty, stress-resistance and motivation;
  • Availability to take on responsibility and a corresponding sense of responsibility;
  • Availability to develop core competences and expertise and to develop further;
  • Willingness and availability for frequent travel.

Assignment
