Background

To respond to the national demand for transparency and integrity as expressed by the people of Ukraine after Revolution of Dignity as well as to support the on-going anticorruption reform and emerging anticorruption architecture, UNDP Ukraine has launched Enhanced Public Sector Transparency and Integrity Project (ETI), 2015-2018, funded by the Danish Ministry of Foreign Affairs.
The ETI Project aims at bringing the regulatory and institutional arrangements for corruption prevention within Ukraine closer to international standards for transparency and accountability in the public sector and thus help ensure more responsiveness and efficacy from state bodies at national and subnational levels. The project renders assistance to establishment of regulations on issues of conflict of interest, assets declarations, and corruption risk assessment, which spell out mandates and operational procedures for the duty-bearers, contributes to duty-bearers’ capacity development to operationalize adopted frameworks in everyday operations at national level and encourages local oversight of anti-corruption reform implementation.
The CSO Capacity Development Associate will be responsible for taking lead in all thematic anticorruption areas of capacity building for state and non-state partners, assisting the team with quality assessment of the products delivered with project support.

Duties and Responsibilities

  • Monitor and report on the developments in trends with democratization, and activities by key stakeholders, including state and non-state actors;
  • Contribute to the implementation of the project activities in the democratization realm related to civil-society actors which includes ensuring quality of partners’ outputs, timeliness of reporting and integrity of financial operations to oversee the implementation of the anti-corruption reform and public awareness initiatives;
  • Contribute to national policy agenda on CSOs enabling legislative environment, civil society development and state-CSOs dialogue;
  • Contribute to project implementation in line with project documentation and approved work-plans;
  • Ensure involvement of high-quality expertise into the initiatives of the Project, as necessary, and conduct quality control of research performed and products delivered;
  • Develop necessary documentation (concept notes, briefs, fundraising considerations) to operationalize and steer programmic initiatives and activities;
  • Organize the capacity development activities and awareness-raising initiatives (trainings, workshops, etc.);
  • Provide inputs to the development of learning / training materials, programmes and tools as envisaged by the project;
  • Contribute to the quality assessment of the products delivered with project support in the aspect of learning, training, didactics;
  • Communicate effectively with national counterparts and NGOs;
  • Represent the project at public events (including activities organized for/by grantees and partners);
  • Contribute to new projects’ development;
  • Perform other duties as requested.

Measurable outputs of the work assignment:

  • Monthly/quarterly/annual/ad hoc debriefs are prepared;
  • Concept notes, advisory notes, memos, meeting debriefs, topical briefs, and activity plans produced;
  • Substantial technical and expert support to the project activities related to duty-bearers` capacity development provided;
  • Topical news-feed regularly produced and streamlined;
  • All assignments performed in a quality and timely manner.

Performance Indicators for evaluation of results:

  • Relevant outputs of the project annual work plan are fully and timely implemented;
  • Funds delivery for ETI project is reached 100%;
  • ETI operational requirements are carried out in strict accordance with UNDP rules and procedures;
  • Project-related analytical materials are timely prepared and disseminated;
  • Project technical activities in capacity development area are duly overseen, timely enhanced, and properly reported;
  • Partnership with institutional stakeholders developed and maintained;
  • Quality of work;
  • Initiative;
  • Partnering and networking.

Required Skills and Experience

Education:

  • Bachelor degree in law, public administration, international relations, political science, economics, social sciences or related field.

Experience:

  • Minimum 3 years of professional work experience in the field of capacity-building activities, awareness-raising initiatives (trainings, workshops etc.) in the field of NGO development, in project/programme formulation, management, operations or relevant field. Legal expertise would be a strong asset;
  • Experience in cooperation with government bodies, international agencies, NGOs would be a strong asset;
  • Thorough knowledge of relevant national legislation and institutional frameworks for prevention of corruption in Ukraine;
  • Experience of working at a multilateral or international technical assistance or development organizations would be an asset;
  • Excellent writing, presentation, facilitating and training skills would be an asset;
  • Computer literacy (including Excel, Power Point).

Language Requirements:

  • Fluency in English, Ukrainian and Russian is required.
