Ukraine Health Reform Support

Chemonics International, an international development consulting firm, is seeking a technical advisor for communications to support health systems strengthening and governance for an anticipated USAID-funded health reform project. The purpose of the activity is to: 1) Improve health sector governance through strengthening the MOH leadership and stewardship function; 2) Implement the new health care financing model that drives efficiency, competition and choice; 3) Strengthen the health workforce; 4) Enhance transparency, accountability and responsiveness of the health care system; 5) Strengthen health sector transformation support through strategically planned, effective and targeted information and communications; 6) Improve service delivery system at all levels. We are looking for individuals across a range of sectors and who have a passion for making a difference in the lives of people around the world.

We are seeking a communications specialist with experience in the following areas:

• Design and implementation of strategic communication and information campaigns.
• Supervision and participation in planning, dissemination, and monitoring of targeted messaging to a variety of audiences.
• Coordination and collaboration with stakeholders to streamline communication initiatives from partner projects and organizations.
• Support in the preparation and implementation of public health services strategy and action plans.
• Development and distribution of project success stories.
• Management of project communications team to ensure outputs are high quality and delivered in a timely manner.

Preferred qualifications:

Bachelors’ degree in communications, health policy, or a related subject area required

• At least eight (8) years of work experience in communications
• Minimum of 3-8 years of experience working on donor-funded projects; experience with USAID preferred
• Strong ability and desire to work collaboratively with the government of the Ukraine, international donors and local partners.
• Excellent written and verbal communication skills
• Fluency in Ukrainian and/or Russian required; advanced English language skills preferred
