The National Political and Reporting Officer (NPRO) reports to the Head of the NATO Representation to Ukraine (NRU)/Director of the NATO Liaison Office (NLO) through one of the Deputy Directors (DD/NLO) as line manager on a daily basis. He/she is responsible to advise NLO senior management on political and policy matters; to support the NLO’s analytical and reporting work; and under the direction of the DD/NLO, to assist in preparations of NATO-Ukraine visits, meetings and events as appropriate.
Note that this is a temporary position and will be limited to 6 months.
SCOPE OF WORK AND RELATED DUTIES:
Support NLO analytical and reporting functions:
- Monitor, research, compile and analyse information from a variety of sources on political and other developments of relevance to NRU’s mandate;
- As directed by D/NLO and/or DD/NLO, attend relevant meetings and events, ensuring subsequent dissemination of readouts/summaries within NRU and to NATO HQ in a timely manner;
- Contribute to the preparation and editing of reports on the NRU’s activities, political and security developments and other related issues to inform senior officials and Allied delegations at NATO HQ;
- Contribute to the preparation of a variety of written products including background papers, briefing materials, talking points and speeches, as required;
- Contribute to drafting of NLO letters to the Ukrainian authorities, non-governmental organizations and Allied Embassies related to NLO activities and projects;
- Under the direction of the D/NLO and DD/NLO, consolidate and maintain updated information about activities of NLO senior staff, Advisory team related to NATO-Ukraine Trust Funds;
- Respond to requests for information from NATO HQ staff; and
- Provide information and briefings to external interlocutors upon request.
Support planning and implementation of NATO-Ukraine activities:
- Advise and support preparations for NATO-Ukraine visits, meetings and events, co-ordinating with DDs/NLO, other Front Office staff, Advisers and Programme teams, as appropriate
- Under the direction of DD/NLO, assist in the development of programmes of senior and high-level NATO visits to Ukraine and of other NATO-Ukraine meetings/conferences organized in Ukraine (in co-ordination with NRU staff, NATO HQ and Ukrainian authorities, as directed);
- With direction from DD/NLO, liaise with Ukrainian governmental and non-governmental institutions, NATO Embassies, and NATO HQ on various NATO-Ukraine activities, as required;
- Maintain and further develop a wide network of local contacts with a view to informing and facilitating policy-related dialogue;
- Facilitate contacts between NATO Advisers and Ukrainian interlocutors in coordination with Front Office staff.
Other tasks:
- The National Political and Reporting Officer will be expected to support or stand in for other members of the Front Office during absences/busy periods and to work on other tasks as requested by line managers and/or the D/NLO.
QUALIFICATIONS REQUIRED:

Applicants should have a minimum of a Bachelor’s degree at a higher educational institution of recognized standing (preferably in International Relations, Political Science, social sciences, or related discipline).

Professional fluency in Ukrainian and English;

Ability to work in organized manner, meet deadlines and work in a team;

Excellent written and oral communication skills required;

Excellent computer skills (Microsoft Office applications, Internet);
