DRC/DDG implements activities in eastern Ukraine to assist internally displaced and conflict-affected persons. DRC/DDG offices are located in Mariupol, Slovyansk, Severodonetsk, and Kyiv. Activities include shelter repair, legal assistance and information, psycho-social counselling, and mine risk education and demining. Donors include GIZ, ECHO, OFDAUNICEF.

About the job

HR Junior Officer will be responsible for coordination of HR processes with DRC field offices in terms of recruitment, contract management, staff movements and contracts closing. S/he will be maintaining HR systems and files, as well as ensuring compliance with Ukrainian Labor Code and DRC HR management policies. Human Resources (HR) Junior Officer will work under supervision of HR Manager, the Your main duties and responsibilities will be:

  •  Provide technical assistance during the recruitment of national staff in DRC/DDG Ukraine in coordination with relevant HR focal points including checking and collecting the recruitment documents, drafting Job Offers, employment orders and employment contracts for Country Director to sign. Ensuring that recruitment is done as per DRC’s Human Resources Minimum Operational Standards;
  • Coordinate with GDIP the hiring process of local staff, including collecting all employment documents from the new hire, prepare the order on hiring, etc. Interact with GDIP, Tax Service in order to support personnel administrative workflow;
  • Upon demand from the employees or State Employment Fund, address to GDIP the request to issue different official notes about period of employment, salary paid, etc.
  • Provide support to expat staff in getting temporary residence permits and registration by an address. Prepare the package of registration documents, including drafting letters on behalf of Country Director, making notarization, ensuring proper translation of personal documents. Provide full support to expatriates on getting the Residence permit.
  • Assist with coordination of medical and life insurance by submission the information to the insurers on the monthly changes in the list of employees.
  • Assist with management of all timesheets and leave processes under supervision of HR Manager and in coordination with HR focal points.
  • Coordinate entry  and exit process  of employees in coordination with relevant line managers.
  • Incoming/ outgoing mail registration
  • Open e-mail accounts for new staff members and update and send around the list once a month
  • Coordination of all air-travel for DRC Ukraine staff both international and national: preparing payment requests, booking tickets,
  • Assist with coordination of induction program for newly recruited staff, both expatriate and local;
  • Facilitation of the arrival of expatriate staff, including logistics, orientation packages;
  • Prepares full range of HR Administration documentation (staff employment Contracts, ID cards, Orders, personnel References, etc.);
  • Responsible for maintain of personal records, ensure that all personnel files are complete correct and have the relevant documents, updating staff database regularly;
  • Manage Employees’ leave records, checking timesheets;
  • Interact with DRC field offices in Ukraine, to assure timely and accurate documentation turnover
  • Any other duties as agreed with the Head of Finance and Administration, and the DRC Country Director.

About you

To be successful in this role we expect you to have knowledge of Ukrainian Labor Code, understanding of international HR management practicies; previous experience in HR and administration for at least 1 year; proven ability to organize, prioritize tasks and meet deadlines; ability to work effectively with minimal supervision. Moreover, we also expect the following:

Required

  • University degree in HR, Management, Finance or related field.
  • Excellent Microsoft Office and Excel skills.
  • Understanding of HR Information system.
  • Good communication skills in written and spoken English.
  • Excellent business Ukrainian language writing and speaking skills.

Desirable

  • Previuos Expereince of work in international humanitarian or development NGOs
  • Previous experience of administrative work and/or logistics

We offer

Contract length: 4 months fixed-term contract with posibility to extend for 10 months

Level: C

Designation of Duty Station: Kyiv

Start date: ASAP

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Ukrainian nationals and in compliance with Ukrainian Labor Code.
