Background

The Youth Worker programme is a training programme developed in Ukraine with support of the UN Development Program (UNDP) in Ukraine and in cooperation with the Ministry of Youth and Sports of Ukraine and the State Institute of Family and Youth Policy. Since its start in 2014, the programme has trained over 500 “youth workers”- representatives of civil servants and public associations working with young people on areas such as youth policy, youth work, project management, partnership building, and development of their personal competences. A strategic session of the programme, held on 10-12 August 2017 with a hundred of representatives of youth workers and other relevant stakeholders, identified volunteerism as one of the key areas that should be included in the programme. To address this need, the Ministry has approached the United Nations Volunteers (UNV) programme to provide technical assistance in developing curricula and conducting a specialized training of trainers on volunteerism for 20 representatives of the youth workers, which can be then scaled up as part of their programme for all youth workers in Ukraine. 

Duties and Responsibilities

Under supervision of the UNV Programme Officer and in consultation with other national stakeholders, the incumbent will be responsible for:

1. Development of the training curricula in consultations with relevant stakeholders and UNV.

2. Delivery of a 2-day specialized training of trainers on volunteering for youth workers.

The training curricula will be developed in two stages:

By 1 December- draft curricula that will consist of the following sections:

  • brief description of the training (purpose, objectives, expected results); outline of the curricula,
  • training agenda;
  • list of reference materials.

By 31 January- final curricula will consist of the following sections:

  • brief description of the training (purpose, objectives, expected results);
  • training agenda;
  • trainer’s guide with presentations,
  • handouts, cases and practical exercises to be used in course of the training;
  • entry and exit questionnaires for the participants;
  • home-tasks;
  • list of reference materials; additional tips, information and guidance that will be useful for the youth workers in their further work with the youth in their communities.

In development of the curricula, the Expert is supposed to consult with relevant stakeholders from Ukraine, including Ministry of Youth and Sports and civil society organizations, and representatives from the UNV Headquarters, and other relevant stakeholders identified.  To this end, the expert will also present the draft curricula at a consultation meeting in early December 2017 with national stakeholders that will be organized in collaboration with the Ministry of the Youth and Sports and UNDP.

The specialized training should aim at providing the participants with relevant knowledge and skills to be able to:

  • To explain global and local perceptions of volunteerism;
  • To motivate young people to volunteer on issues important to them (including volunteerism with the civil society organisations);
  • To present possible routes for young people to volunteer;
  • To explore with young people how to promote volunteering through outreach activities in their community.
  • Other knowledge/ skills if deemed relevant.

Through a 2-day training and additional activities (e.g. home-tasks, reading reference materials), the participants should broaden their theoretical knowledge on volunteering, learn the practical tools and instruments to promote it, and understand the methods of analyzing the lessons learned and measuring the social impact of their initiatives.

Required Skills and Experience

  • At least Bachelor degree or higher in social sciences, international relations, political science or related field;
  • At least 3 years of experience in developing and conducting training modules/curriculum, training materials;
  • Previous experience with volunteer management/ volunteer promotion and/or the youth work;
  • Fluent writing, editing, and oral communication skills in Ukrainian; proficiency in English will be a strong asset.
