Chemonics International, an international development consulting firm, seeks an accountant for a USAID/Office of Transition Initiatives (OTI)-funded Ukraine Confidence Building Initiative II (UCBI II). The positions will be based in Kyiv, Ukraine.

The new program will complement ongoing USAID efforts to create a prosperous and stable Ukraine. The program will provide fast, flexible, short-term assistance to Ukrainian partners in support of a successful, peaceful democratic transition and in promotion of community cohesion in the wake of the conflict in the East.

The program’s overarching objectives are to:

  • Increase citizen support for and participation in the development of a modern, inclusive Ukrainian identity, and
  • Increase citizen confidence and engagement in the reform process at the local level.

The majority of UCBI II assistance is delivered as grants to local partners, including goods, services, and technical support. UCBI works closely with a range of partners, including national and local civilian government entities, civil society organizations, and community leaders to ensure that activities respond to local priorities and address underlying tensions. The UCBI East offices in Kramatorsk and Mariupol focus on the liberated areas of Donetsk and Luhansk oblasts. Chemonics International is USAID's implementing partner for the UCBI II program

Responsibilities for this position include:

The Accountant will oversee all financial aspects of UCBI II program. The Accountant will work with the operations/administrative team to ensure that the financial systems are compatible with standard accounting practices and follow Chemonics and USAID policies, procedures, and regulations. Specific duties and responsibilities include:

·         The Accountant is responsible for maintaining liquidity of funds, compliance with audit requirements, and providing regular financial reports.

·         Assist the finance manager to enter and process the monthly field office project expenditures (locals) in ABACUS software.

·         Handle vendors’ and suppliers’ accounts including invoices, general ledger maintenance, journal entries and account reconciliation. Carry out correct and timely payments to vendors and service providers.

·         Process expense reports and assist with financial tracking of local sub-contractors and fixed price contracts as needed.

·         Prepare checks, receipts, journals and assist with entering payments in financial accounting and banking systems.

·         Ensure all financial documentation is filed (securely) in both hard copy and scanned and saved in project digital files.

·         Responsible for reviewing field staff timesheets and ensuring the accuracy of the information included.

·         Prepare service agreements and acts of acceptance with consultants paid through GDIP.

·         Prepare letters, correspondence, requisitions and other forms of documents of consequence to be signed by the management.

·         Prepare monthly VAT reports for the submission to the local tax administration.

·         Liaise with project field office(s) to ensure seamless financial operations between offices.

Qualifications

·         University degree in business administration, finance, or related field required.

·         At least two (2) years of relevant bookkeeping, financial management, and/or accounting experience required, with preference for USAID-funded project management experience and supervisory experience.

·         Demonstrated knowledge of accounting and accounting practices is required, as well as general best practices in Ukraine.

·         Knowledge of Ukrainian tax regulations is preferred.

·         Ability to work independently with minimal supervision, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good judgment that reflects positively on the UCBI program. Experience administering a payroll is preferred.

·         Detailed knowledge of USAID rules and regulations preferred but not required.

·         Ability to effectively use computer software including financial management applications such as ABACUS or others. Demonstrated high proficiency with Excel spreadsheet applications is also a requirement.

Ability to effectively communicate verbally and in written form in Ukrainian, Russian, and English.
