  1. Objective

The objective of the local consultancy is to support health and nutrition emergency response by assessing the maternal and child health needs and ensuring timely and effective monitoring and implementation of UNICEF programme activities in GCAs and NGCAs of Eastern Ukraine.  

  1. Major Duties and Responsibilities:  
     
  • Conduct a needs assessment for maternal and child health incl. immunization in affected areas
  • Monitor the coverage of maternal and child health interventions on the health facility and beneficiary levels and share information for internal communication and external coordination
  • Oversee distribution of maternal midwifery kits to health care facilities in NGCAs and GCAs and collect data on the implementation kits
  • Monitor the emergency health programme in NGCAs and GCAs, collect relevant data on the status of the programme, and conduct reporting
  • Provide technical support and guidance to improve the programme activities
  • Act as liaison with heads of health facilities, selected NGOs and UNICEF and ensure cooperation and understanding between implementing partners
  1. Deliverables
  • Needs assessment conducted (by August 31)
  • Weekly updates on UNICEF programme activities/results based on regular field visits and/or contacts with health authorities and implementing partners (weekly)
  • Two monitoring reports and inputs to donor reporting (by September 5, and December 20)
  • Draft programme documents for three Programme Cooperation Agreement, conducted in liaison with the partners (by June 30, July 31, September 31)
  • A document on recommendations to inform the programme development and activities for 2018 (by December 20)
  1. Details of how the work should be delivered:

The Consultant will provide all deliverables to the Head of the Field Office in Kramatorsk, as well Health and Nutrition Specialist in Kiev that will oversee the work, provide feedback and further recommendations to ensure good quality of the deliverables. The Consultant will also interact with other UNICEF Field Offices in both GCAs and NGCAs.

  1. Description of official travel involved:

Frequent travels are required to the project sites within the country. Whenever the consultant is required to travel, no Travel Authorization will be issued. Travel costs shall be estimated and submitted within the application package, together with the fee quotation. The travel can commence upon the consultant’s provision of certificate of completion of UN Basic (II) and Advance Security in the Field Course as well as Mine and Explosive Remnants of War Awareness if travelling to Eastern Ukraine according to the UNDSS recommendations.  The consultant is to be responsible for insurance costs on his or her own, except MAIP insurance, which is added into the contract.
