About the PULSE Program

The goal of the USAID-funded Policy for Ukraine Local Self-governance (PULSE) activity is to strengthen local governance, deepen democracy, improve conditions for development of communities and promote stability. IREX works in partnership with the Association of Ukrainian Cities (AUC) to implement the program. IREX promotes public understating and support for decentralization at the community level by increasing citizen engagement in decentralization reform as well as facilitating public events to increase broad community support for reform implementation. IREX will engage a network of local press clubs to conduct public awareness campaigns about the context of decentralization reforms and facilitate media outreach and coverage of reform efforts.

Summary of Position

Program Coordinator should have background in donor-funded program planning and implementation as well as experience in administrative and financial support and coordination of program operations and understanding of community, media, and citizen engagement programming including training and events logistics. Understanding of current reforms, especially the decentralization reform, is a plus. Program Coordinator will work under the supervision of Program/Training Manager and coordinate and support implementation of program activities. Specific duties include, but are not limited to the following:

Description of Responsibilities

• Coordinate certain project components by providing programmatic, administrative, and logistical planning and implementation;
• Organize program trainings, events, and activities;
• Coordinate logistics and ensure effective administration and operations;
• Provide communication coverage and outreach on certain program activities;
• Participate in monitoring, evaluation, and reporting;
• Travel to program implementation sites to support and monitor implementation;
  • Support effective collaborations with program partners;
  • Support day to day management of the program activities;
  • Liaise with Grants/Finance Coordinator and assist with financial reporting;
  • Liaise with Monitoring and Evaluation Officer and assist with technical reporting;
  • Other duties as assigned.

Qualifications:

• University degree in public administration, management, political science, and/or another relevant field is preferred;
• At least 3 years of experience working as Program Assistant of donor-funded projects, Program Coordination experience is a plus;
• Excellent communications skills, including ability to make public presentations;
• Experience with grants management;
• Excellent interpersonal and organizational skills;
• Strong command of spoken and written English, Ukrainian, and Russian;
• Ability to handle multiple priorities and complete tasks/projects in accordance with stated deadlines;
• Ability to travel.
