Експерт з питань гендеру у Проект USAID «Агросільрозвиток»

Проект USAID «Агросільрозвиток» шукає експерта для проведення гендерного аналізу в питаннях розвитку сільського господарства. Дедлайн - 26 травня 2017 р.(далі - англ.).

The USAID Agriculture and Rural Development Support (ARDS) Project is a four-year, $20 million project designed to support broad-based, resilient economic growth through a more inclusive, competitive, and better-governed agriculture that provides attractive livelihoods in rural areas of Ukraine. The overall objectives of the ARDS project are:

  • Improved enabling environment and governance of the agricultural sector.
  • Increased investment, productivity, employment, and incomes in the agricultural sector.
  • Improved welfare of rural communities and marginalized producers.

Gender integration is an important cross-cutting activity of the ARDS Project and is included into all components of the Project according to the USAID Gender Equality and Female Empowerment Policy and current policies of Ukraine.

Position Description

The short-term experts on Gender Analysis in Agriculture Development will identify, examine and describe gender differences in the Ukrainian agriculture sector and rural economy, and the impact of gender inequalities on this sector at the country level, while comparing them to the respective results of the previous gender study, which was made by the USAID AgroInvest project, and explaining the differences. The consultant will identify disparities, investigate why such disparities exist, determine whether they are detrimental, and if so, provide recommendations on how they can be remedied. In addition, the assessment will identify economic and developmental opportunities for rural women and provide success stories of women who made an impact on rural development.

A team of two individuals (U.S. and Ukrainian citizens) will be created to conduct gender analysis. This assignment shall require up to 20 days of LOE per person.  The experts will work closely with the ARDS Monitoring, Evaluation and Learning (MEL) expert and will be supervised by the Chief-of-Party or his designee who will be responsible for the monitoring of the experts’ performance.  

Detailed Responsibilities

  1. Developing a plan of the site visits and meetings as well as Gender Analysis Questionnaire for Interviews and agreeing it with ARDS Project. 
  2. Collecting and analyzing data collection (quantitative and qualitative) regarding gender differences and inequalities relevant to the agriculture sector and rural development in Ukraine. The majority of the field interviews with main stakeholders (rural citizens, authorities, researchers) is expected to be done in the field (8 oblasts of Ukraine). At the same time, it is expected that individuals from the national and local government as well as research institutions will also be interviewed.
  3. Preparing and delivering a presentation of the main findings of the gender analysis to the USAID Mission representatives, Project staff and identified interested stakeholders and local Project partners (tentatively in October 2017). Electronic versions (in PowerPoint and MS Word) of the presentation, branded with requirements of the USAID ARDS Project shall be delivered. 
  4. Drafting final report, which will include clearly articulated recommendations for the national and local policy makers that will aid them in addressing the identified gender gaps. The recommendations shall follow the “AIMS” approach in that they must be Achievable, they must have the potential to make a realistic Impact on addressing the identified gender deficiencies or inequalities, and the expected achieved results from the implementation of the recommendations must be Measurable and have the potential to be Sustainable.  The final gender analysis report shall include a list of analyzed legislation, statistical information (with sources) used during the analysis, comprehensive annotated bibliography, contact list of conducted meetings, methodology section and the gender analysis questionnaire. Consultant will be responsible for providing all quantitative and qualitative data collected during the assessment to ARDS MEL team (Excel databases, audio files, interview transcripts, etc.). The final report shall be submitted in English and Ukrainian in MS Word.
  5. Developing Recommendation Handouts. The consultants are required to prepare a separate document for policy-makers containing the recommendation statements.  It is expected to be a short (three-page maximum) briefing handout that can be distributed to policy makers pertaining to the analysis based recommendations that can help guide their work in developing gender inclusive and sensitive policy.  In addition, consultant will produce executive summaries (0.5, and 1 page long) of the main findings of the gender assessment for up to three different stakeholders.

Qualifications

  • MA or above degree in sociology, gender studies, anthropology, political science, economics, or rural development;
  • Working experience in rural sociology, gender analysis and socioeconomic rural development 
  • Experience with conducting agriculture related gender analysis;
  • Excellent analytical and communication skills; 
  • Knowledge of USAID gender strategies and concerns;
  • Experience in conducting gender-related research;
  • Experience of working for international technical assistance projects preferred;
  • Strong written and spoken English language skills required.
