HealthRight International Overview

HealthRight International is a global health and human rights organization working to build lasting access to health for excluded communities.

Proposal Objective

HealthRight is seeking a Chief of Party for the upcoming five-year ServingLife Project of USAID.

The overall goal of the project is to reduce HIV, tuberculosis (TB), and Hepatitis C (HCV) transmission through detection, care, and treatment of people living with HIV, TB, DR-TB and HCV in pre-trial detention centers, prisons, and post-prison settings in Ukraine. The project activities will be implemented in eleven oblasts of Ukraine (Dnipropetrovsk, Mykolaiv, Odesa, Kyiv city, Kherson, Zaporizzhya, Kirovograd, Kyiv oblast, Cherkasy, Chernigiv, Poltava) with the highest HIV, TB, DR-TB and HIV/TB co-infection rates and on the Government of Ukraine’s controlled territories of Donetsk region.

The activities will achieve the following three objectives:

1. Strengthen the existing comprehensive package of HIV, TB, and HCV detection, care and treatment services for people who are at risk of and people living with HIV, TB, MDR-TB and HCV in pre-trial detention centers and prison settings and ensure the continuity of services after release.

2. Build the capacity of medical and social service staff working in the MOJ to provide a comprehensive package of HIV, TB, DR-TB and HCV services.

3. Improve existing and develop new MOH and MOJ evidence-based policies, orders, and guidelines related to the expansion of integrated HIV, TB, DR-TB and HCV programs for pre-trial detainees, prisoners and ex-prisoners, and ensure that a comprehensive package of services is included in national strategies and budgets.

Position Description

Chief of Partywill be responsible for coordination of all project activities and staff. S/he will be responsible for technical leadership and administrative oversight of the program and will serve as the principal institutional liaison to USAID. S/he will manage a team of senior staff and sub-partners and ensure quality, timeliness and efficiency of all products and activities generated under the project. S/he will be the direct link with the HealthRight representative office in Ukraine and other relevant stakeholders and will be based in Kyiv, Ukraine.

Qualifications

1. The Chief of Partyshall have a Master’s degree in public health, administration, social work, or relevant discipline.

2. S/he shall have a minimum of 8 years of demonstrated experience managing progressively complex HIV/AIDS, TB and/or other health sector or health systems strengthening programs. Experience in implementing complex and multi-faceted projects is required, with demonstrated skills in organizing resources and establishing priorities. Experience of working in the penitentiary sector is a plus.

3. The Chief of Partyshall have the strategic vision, leadership qualities, depth and breadth of technical expertise and experience, a solid professional reputation, strong management experience, and a strong focus on achieving tangible results to fulfill the diverse technical and managerial requirements of the program description.

4. S/he will have a capacity to build and maintain productive working relationships and a proven track record of interacting with high-level host country governments at various levels within the context of post-Soviet East Europe and Eurasia, international agencies and other stakeholders.

5. The Chief of Partywill exhibit effective personnel management, coordination, and evidence driven decision-making skills along with an ability to troubleshoot and propose effective solutions.

6. The Chief of Partywill have strong interpersonal skills, written and oral presentation skills, and exceptional communication.

7. The Chief of Partymust have professional level of English (both written and oral); Ukrainian communication skills preferred.
