Civic Organization “The Tenth of April” (hereafter: Organization:”) provides free legal assistance for refugees, asylum seekers, IDP’s (internally displaced persons) and stateless persons in Ukraine.

Organization has  been launching new project with UNHCR support regarding legal assistance for stateless persons and persons are at risk of statelessness in Odesa and Odesa region

Project Goal: The scope of statelessness problem in Odessa region of Ukraine is clear. All stakeholders are well aware of the issue, and the common strategy on ending the statelessness and addressing the risks of statelessness has been developed. The number of stateless persons and those at risk of statelessness has decreased. All stateless persons and those at risk of statelessness have the access to free legal assistance, which is effective. All national procedures regarding stateless persons and those at risk of statelessness have been adopted and are effectively implemented. The risks of the lack of documentation and other risks of statelessness have been minimised.

The Project Manager will have an overall responsibility over the implementation of the project in the Odessa and Odessa region. Employment in the project will cover 100% of work time.

 Responsibilities

• Leadership of the project. Supervision of the project staff. Participation in recruitment of the project staff;
• Timely and qualified implementation of all the project activities;
• Prepare the project’s annual and monthly work plans, and ensure that all staff are familiar and adhere to the plans; conduct regular team meetings to monitor progress towards expected results;
• General management including financial (direct control of project budget use, procurement issues and other financial obligations. All financial operations will be provided in accordance with Policies of Organization and Rules and Guidelines of Donor);

• Provide guidance and support to the project staff in carrying out their responsibilities under the project;
• Ensure effective communication, coordination and information-sharing between the project staff members and Coordinators of other relevant projects of Organization;

• Produce high qualified and timely reports for Organisation and donors within agreed deadlines;
• Comply with all relevant Organisation policies and procedures, particularly with respect to Procurement policies and the Code of conduct.

Required qualifications

• Master’s degree or equivalent in international law, political science, international relations, management;
• Minimum two years management experience, including financial and/or budget management, in the similar area;
• Know and abide by high humanitarian principles, admitted by International Institutions such as  UN, UE;
• Commitment to team work;
• Highly motivated;
• Fluency in Ukrainian, Russian and in English (speaking/reading/writing);
• Excellent team building and staff management skills;
• Result based management skills.

We offer

Temporary contract till the end of the year 2017. Prolongation of the contract will depend on the implementation progress and financial support by the donor.
