Chemonics International, an international development consulting firm, seeks an information and database manager for a USAID/Office of Transition Initiatives (OTI)-funded Ukraine Confidence Building Initiative II (UCBI II). The position will be based in Kyiv, Ukraine.

The new program will complement ongoing USAID efforts to create a prosperous and stable Ukraine. The program will provide fast, flexible, short-term assistance to Ukrainian partners in support of a successful, peaceful democratic transition and in promotion of community cohesion in the wake of the conflict in the East.

The program’s overarching objectives are to:

  • Increase citizen support for and participation in the development of a modern, inclusive Ukrainian identity, and
  • Increase citizen confidence and engagement in the reform process at the local level.

The majority of UCBI II assistance is delivered as grants to local partners, including goods, services, and technical support. UCBI works closely with a range of partners, including national and local civilian government entities, civil society organizations, and community leaders to ensure that activities respond to local priorities and address underlying tensions. The UCBI East offices in Kramatorsk and Mariupol focus on the liberated areas of Donetsk and Luhansk oblasts. Chemonics International is USAID's implementing partner for the UCBI II program.

Responsibilities for this position include:

The Information/Database manager will be responsible for several information management and communication-related functions under UCBI II with a principal focus on promoting and documenting the achievements of UCBI II. This will be accomplished through the development and maintenance of information products, including maintenance and updating of the OTI web-based activity database, performing aspects of monitoring and evaluation under the guidance of the M&E Manager, preparation of internal and external communication products, coordination of public events related to program activities, and involvement in the preparation of all project-related reports. Specific duties and responsibilities include:

  • Responsible for the maintenance and quality assurance of data entry in the OTI web-based activity database and for conducting regular uploads of program information and documents (including photographs and videos) to OTI Country Rooms in the OTI Anywhere platform.
  • Responsible for creating and customizing database reports and charts as well as reviewing all database information for accuracy, consistency, and completeness.
  • Use the Activity Database as a reporting tool to ensure that the program can respond quickly and efficiently to the needs of USAID/OTI by providing reports in the field, compiling appropriate information on program status and impact, and creating any regular reports (weeklies, success stories, maps, charts, graphs, and press releases etc.) or ad hoc communications documents requested by USAID/OTI.
  • Lead the drafting of all project-related reports (weekly, quarterly, annual, snapshots, etc).
  • Coordinate speaking engagements, handover ceremonies, and public relations events related to activities.
  • Maintain and update a calendar of critical events (e.g., political, security) and capture meeting minutes of any political-security information staff meetings and incorporate data into reporting products as relevant.
  • Assist program staff, and grantees if necessary, with report writing, and ensuring reports capture results and impact.
  • Assist program staff with drafting, editing, and reviewing of grant activities in word format prior to submission to OTI for clearance.
  • The Chief of Party may assign ad hoc special tasks and duties as required to ensure the overall efficient implementation of the UCBI II communication and database activities.

Qualifications

  • Bachelor’s degree required.
  • At least (3) three years of experience in information management for an international NGO or donor-funded project required, USAID-funded projects preferred.
  • Experience in public relations for the non-government or business sector, with knowledge of the Ukrainian media market, particularly in Eastern Ukraine is strongly preferred.
  • Fluent Ukrainian and Russian required and fluent English speaking and strong English writing skills strongly preferred.
  • Ability to effectively use computer databases and software including word processing and spreadsheet applications and ideally GIS-related applications. Will be expected to quickly learn how to use the web-based OTI Activity Database.
  • Quick learner who can work independently under minimal supervision and work closely with other staff members, partners, and OTI to meet reporting requirements and compile necessary information gathered from a variety of sources in a timely fashion.
  • Experience with, and knowledge of, local and international NGOs and community-based organizations implementing relevant activities and programs in Ukraine.
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, and the general public.
  • Ability to work independently with minimal supervision, to prioritize work assignments, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image of UCBI II.
  • Ability and willingness to travel throughout eastern Ukraine as needed and as the security situation permits.
