Strategic Vision & Internal Communications Alignment Session for
Ukrainian Public Health Center (PHC)
Scope of Work

Background

The global USAID-funded LMG project - led by Management Sciences for Health - is a five-year Cooperative Agreement, with the objective to support health systems strengthening by addressing the gap in leadership, management and governance capacity of policy makers, health care providers and program managers to implement quality health services at all levels of the health system. In mid-2013, the Leadership, Management and Governance (LMG) Project began to work with Ukrainian Center for Socially Dangerous Disease Control (UCDC). The LMG technical assistance efforts in Ukraine focused on continuing the work with UCDC to strengthen their capacity to be a strong PR under the Global Fund and to become a more sustainable institution managing the national HIV and TB programs.

In 2014, CCI/LMG-Ukraine jointly with UCDC developed a three-year UCDC Institutional Strategy and a set of sectoral strategies, to align and formalize UCDC strategic vision among its core staff and inform further UCDC capacity building. Following CCI/LMG-Ukraine support, in November 2016 UCDC became the first institution to merge into a new Public Health Center (PHC) thus becoming the nucleus of the newly established organization and fulfilling its mission.

Now that UCDC has expanded its mandate to become PHC, a need for further alignment of strategic vision and improvement of internal processes occurred. As a fade out support LMG will hold a smaller scale strategic session to help PHC inform its future organizational development decisions.

Objective

As PHC works to convene separate agencies under one center, incepts new mission, and newly established structure starts functioning, LMG will support PHC in (a) aligning mid-term vision of the PHC top management on numerous strategic points regarding PHC development (b) clearly dividing functions of the newly appointed PHC Deputy Directors and come to an agreement on internal communication principles to ensure that no gap in responsibilities occurs.

Description of Services

The Consultant will help PHC identify new organization direction and internal communication approach. To achieve those in close collaboration with PHC and LMG, the consultant will

(1)    Design and prepare for the PHC Senior Management Strategic Session

(2)    Facilitate a 1-day meeting (retreat) to guide PHC leadership through Strategic Vision & Internal Communications Alignment Session. Core PHC staff members including Director General, Deputy Directors and heads of major units (as assigned by PHC Director General) are expected to actively participate in the strategic meeting. The meeting shall focus on:

  1. aligning mission, vision core strategic development matters of the PHC;
  2. reviewing obstacles and plans to overcome them;
  3. discussing integration of the entities to PHC (which would also include discussion on the mode of integration of former sanitary service regional labs); and
  4. coming to agreement on internal communications matters(which would include dividing areas of Deputy Directors’ responsibility and creating rules of internal communication).

(3)    Based on the facilitated discussions, the Consultant will co-develop:

  1. Strategic Note to include PHC overall vision and development direction, core milestones to achieve the vision
  2. Internal Communication Framework, which will outline areas of Deputy Directors’ responsibility and rules to guide internal communication.

Key Deliverables

  1. Strategic Vision & Internal Communications Alignment Session facilitated for PHC leadership and key staff;
  2. PHC Strategic Note developed;
  3. Internal Communication Framework developed;
  4. An internal PHC order is issued to formalize PHC Strategic Note and Internal Communication Framework (PHC’s responsibility, pending on their consent).

Experience and Skills Required

  • Academic background in Public Health, Epidemiology, Economics, Finance, Project Management, or other relevant field (a minimum of BA is required; MA preferred);
  • Minimum five years of professional experience in public health is required;
  • Experience in assisting organizations (public, preferably) to implement strategies and action plans;
  • Excellent knowledge of and versatile experience with stakeholders in the areas of public health, HIV/AIDS, TB, and other socially significant diseases;
  • Experience in conducting strategic facilitation is preferred;
  • Ability to focus on multiple tasks in stressful environment;
  • Strategic planning and thinking skills;
  • Strong analytical skills;
  • Ability to deliver within limited deadlines;
  • Fluency in Ukrainian, English and Russian;
  • Excellent writing skills.

In all of the above activities, the consultant will collaborate closely with all relevant PHC staff members as well as with CCI/LMG staff. Only short-listed candidates will be notified.
