Scope of the position.
Under the supervision of the Country Director, the successful candidate will be focused on data and information management for safety and security related incidents for Ukraine, on building up the mapping capacity within INSO and work towards installing and maintaining the IT systems in the office.
He/she will be responsible for data consolidation and consistency and will work with other partners on data sharing and verification. The successful candidate will work closely with the Country Director/Safety Advisor/Deputy Safety Advisor to ensuring ongoing support and collaboration and will therefore be expected to follow the security landscape and to help define key trends and patterns. 
As part of a young and dynamic team, he/she will be working with one of the leading humanitarian information and safety NGOs on the Ukraine crisis. 


Key Objectives

  • Conception, preparation and production of maps.
  • Collection of geographical information, its analysis and presentation.
  • Conception, preparation and production of Standard Delivery Services of INSO mapping products, including the design of a standard in-house format for map products.
  • Identify NGO map information needs and opportunities, in collaboration with the operations team.
  • Identify barriers for information collection, collation, analysis and sharing and develop appropriate supportive strategies.
  • Produce and maintain high-quality, security-relevant static maps, including: security incident mapping, area of influence mapping, detailed risk maps for key roads and cities, NGO presence map etc.
  • Ensure accurate and regularly updated/dynamic linkages between GIS maps and INSO’s Incident Database.
  • Provide training to INSO Ukraine operations staff on GIS mapping software and methods at a basic level.
  • Ensure all INSO users have access to all relevant licensed software, including antivirus, office, GIS software.
  • Assess the security threat to INSO’s IT systems and ensure it is appropriately mitigated.
  • Ensure that emails and key electronic files are backed up once a month.

Duties include:

  • Maintain the accuracy and integrity of INSO Ukraine’s information and database.
  • Receive, review, and code submissions of safety and security incidents. 
  • Assist in the production of INSO products and services such as the Weekly Incident List, Biweekly and Quarterly Reports as well as materials for briefings to a range of partners. 
  • Be the end responsible for the INSO Ukraine safety and security incident database. 
  • Oversee, manage and maintain NGO registration with INSO Ukraine, including: Being a focal point for all registration requests to Ukraine’s email and SMS
  • Manage, update, and review all distribution lists on a frequent basis. 

Skills. The successful candidate must have: 
Minimum: 

  • Graduate degree or equivalent experience in Information Systems, Computer science, IT or a relevant discipline. 
  • Ability to work under pressure and multi-tasking. 
  • Ability to learn new tools, prioritize workload, think critically, think creatively, identify problems, and develop and implement solutions. 
  • Demonstrated ability to use Microsoft Office - Excel to design and maintain databases. 
  • Excellent oral and written skills in English. 
  • Be systematic, proactive, innovative, self-motivated and detail oriented.
    Preferred: 
    • Demonstrated a capacity to look at the Ukraine conflict in a neutral manner. 
    • One year GIS work experience, preferably with an NGO.
    • Previous working experience in working with or for NGOs in Ukraine. 
    • Displayed capacity to understand the work and nature of NGOs will be considered as an asset.
    • Knowledge of CartoDB, Tableau, QGIS will be considered an asset.
