Проект USAID  «Підтримка аграрного і сільського розвитку» шукає експерта з моніторингу і оцінки. Дедлайн - 26 грудня 2016 р. (далі - англ.).

The USAID Agriculture and Rural Development Support (ARDS) Project is a four-year, $20 million project designed to support broad-based, resilient economic growth through a more inclusive, competitive, and better-governed agriculture that provides attractive livelihoods in rural areas of Ukraine.

ARDS helps create a better governed agriculture sector that provides attractive livelihoods in rural areas of Ukraine. The project works both at the national and regional level, with a special focus on rural development in southern and eastern Ukraine. ARDS embraces the collaborating, learning, and adapting (CLA) framework promoted by USAID. Across all tasks of the contract, ARDS works with government institutions, private sector entities, and other partners in planning, monitoring, mapping outcomes, and thereafter scaling up what works and/or adapting by redesigning strategies and tactics employed to implement tasks. The two main areas in which ARDS works are the enabling environment in agriculture and markets, with a focus on rural development.

Position Description

The Monitoring and Impact Evaluation Expert is a member of a five-person office and reports to the Communications and Learning Director. He/she will manage the analysis of the project’s work to understand its impact and to provide senior managers with information that can be used in decision making for project planning, adjusting tactics to task implementation, and communications ranging from reporting on results to complex behavioral change efforts designed for market actors.

He/she will work closely with communications and technical staff to help understand and craft messages related to communications and behavior change campaigns across the project’s tasks. The M&IE manager will organize high-profile behavior change and trend analyses, using data from multiple sources, lead impact assessments, produce outcome mapping to measure systemic change, and other related work that contributes to the overall ARDS communications and learning strategy.

Detailed Responsibilities

·         Collaborate with project task leaders and ARDS directors to create, analyze, monitor, and evaluate information and lessons learned from implementation of ARDS.

·         Review ARDS strategies, tactics, and tasks and provide guidance to the ARDS Director and team on the best practices for implementation.

·         Work with technical task leaders to establish and measure models for proof of concept verification and potential for expansion.  

·         Oversee integration of outcome mapping concepts into the implementation, monitoring and learning processes to inform behavioral change efforts.

·         Support the Communications and Learning Office to provide the ARDS technical task teams with analyses and recommendations so that they may target interventions that increase task effectiveness.

·         Analyze achievements in relation to the contractual obligations and provide an updated understanding of results from the information analyzed, including ARDS performance management plan data.

Qualifications

·         MA in mathematics, statistics, quantitative economics, or related field

·         No less than 5 years’ experience in the private sector directly related complex data analysis for guiding business decisions and investments, targeted marketing campaigns, and behavior change.

·         Hands on experience in applying analytical tools such as Stata, R, SPSS, SAS, XLSTAT, Python, ArcGIS or similar applications to inform decisions.

·         Superior verbal and written communication skills and the ability to relate to varied audiences professionally in English, Ukrainian, or Russian.

·         Evidence of effective communication of empirical analysis results to policy or business decision makers;

·         Solid consultative, facilitation and presentation skills

·         No donor experience required
