Initial Duration of Assignment: 6 months

Purpose of consultancy: working under the overall guidance of the UNFPA Representative and direct supervision of the UNFPA Representative, the Communications and Advocacy Specialist designs, manages and implements the UNFPA Country Office’s communications strategy and publications policy with the objective of increasing the visibility and promoting the work of UNFPA in the country, as well as increasing awareness for UNFPA’s mandate and programmes among its partners, the media and the general public. The incumbent will be responsible for supporting efforts to enhance the information flow and visibility of UNFPA’s emergency response while highlighting sexual and reproductive health and gender-based violence in humanitarian response. The Communication and Advocacy Specialist works in close collaboration with the UNFPA programme and humanitarian project team, Communications staff of other UN Agencies, Government officials and media representatives.

Scope of work:

  • Raises public awareness and advocates for the UNFPA mandate and ICPD/ICPD Beyond 2014 global agenda and UNFPA humanitarian assistance through dissemination of information, writing and publication of thematic articles, preparation and dissemination of advocacy materials, including fact sheets and infographics, organisation of public and media events and organizing advocacy meetings with decision makers and opinion leaders.
  • Maintains close working relationships with the media, including editors and journalists in key national and international news outlets with the objective to facilitate reporting on UNFPA’s work with a special focus on the current humanitarian crisis in the country.
  • Gets familiar with the UNFPA programme work and humanitarian project in Ukraine and, in collaboration with the programme team, develops an annual communication plan to adequately and positively publicize and communicate results. Pro-actively proposes communications activities to programme staff and organizes media coverage of UNFPA projects.
  • Regularly and consistently exposes media to UNFPA mandate, global, regional and country  level work through various activities, such as writing news and articles, providing information, data and fact sheets, preparing press announcements and releases, organizing press conferences and tours, project site visits, invitations to UNFPA events etc.
  •  Establishes and maintains contacts with the national programme counterparts of UNFPA, including governmental and public sector organizations, and supports their communications activities as related to the implementation of the UNFPA country programme.
  •  During the UNFPA communication and programme events, ensures photographs and/or videos are being taken, filed and used for communications and reporting purposes.
  • Responds to public requests for information on UNFPA and its activities/projects in the country. As required, performs as a UNFPA spokesperson vis-à-vis media.
  • Regularly and consistently monitors media publications in the thematic areas related to the UNFPA mandate and programme work in the country, as well as for other issues relevant to the UNFPA image and positioning in the country, provides timely advice to the UNFPA Representative and programme team, flags the issues of concern, suggests corrective actions to address them.
  • Advises the UNFPA Representative and programme staff on public messaging and media outreach. Drafts official briefing materials, talking points, speeches, statements, op-eds and prepares presentations.
  • In collaboration with the UN DPI, organizes communications events and ensures media coverage of the international days related to the UNFPA mandate (International Day of Older Persons, World Health Day, UN Day, 16 Days against Violence against Women etc.).
  • Ensures that UNFPA corporate identity, visibility and communication rules and regulations are applied in all public materials produced by the UNFPA Country Office, including the UNFPA website and social networking pages/profiles.
  • Provides inputs to required reporting including corporate program reporting system SIS
  • Helps and guides programme staff in developing and designing thematic information, education and communication materials for the UNFPA projects to ensure their good quality and acceptance by the target audience(s).
  • Carries out any other communications-related duties as may be required by the management.

Duration and working schedule:

The initial duration of assignment is 6 months, unless otherwise agreed between UNFPA and the consultant in writing. Any delays or obstacles in the performance of works should be immediately communicated to UNFPA by the consultant in writing, with the description of reasons and suggested solutions.

Working Schedule: Monday-Friday 9  a.m. till 6 p.m.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Measurable outputs of the work assignment:

  • Good quality briefing packages and supporting documents for UN communication activities are provided timely;
  • Monitoring of media information with further briefs at the management request is performed in a timely manner;
  •  All inputs requested by management are drafted in compliance with the established standards, policies and procedures;

Performance indicators for evaluation of results:

Providing support in developing, planning and organizing meeting and events in a timely manner;

Collecting, analyzing information and drafting communication related briefs timely.

UNFPA policies and procedures  effectively applied with due integrity and diligence as related to Country program implementation;

All relevant reports, including reports due from the implementing partners, briefs and updates are submitted to UNFPA CO timely and according to highest quality standards;

UNFPA visibility ensured through provision of the project-related information for the UN and UNFPA w-sites, including news, press announcements, press releases, summaries/overviews, presentations.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

All duties should be provided in time, with no delays.

All Reports should be provided during 2 working days after request if report delivery is not specified.

Supervisory arrangements:

The work will be supervised by UNFPA Representative

Expected travel:

Local and international travel could be required.

If travel is required and authorized by UNFPA, and a ticket is not provided by UNFPA, the individual consultant is entitled to reimbursement of ticket cost(s), upon presentation of used ticket and ticket stubs in an amount not to exceed the economy class fare or excursion fare, if applicable. The individual consultant will receive a daily subsistence allowance at United Nations authorized base rates when traveling outside Kharkiv, Ukraine. Other necessary travel related expenses approved by UNFPA may be reimbursable based on UNFPA’s current practice and authorized rates.

Required expertise, qualifications and competencies, including language requirements:

Job requirements:

·         Master’s degree in communications, public relations, journalism or related field.

·         Background knowledge on development issues and /or areas related to the UNFPA mandate (sexual and reproductive health, population and development, gender equality) will be a strong asset.

·         Excellent interpersonal and communications skills and ability to work under tight deadlines.

·         Training in advocacy and/or behaviour change communications will be a strong asset.

Experience:

  • Minimum two years of practical experience in media and communications.
  • · Experience of working at or with a UN agency or other international organisation is an asset.

Languages:

Excellency in oral and written English, Russian and Ukrainian (subject to testing).

Abilities and Skills:

  • Excellent writing, communication and organization skills
  • Practical experience in working with media including personal contacts among key media and in organizing media events and press conferences, as well as arranging interviews.
  • Good knowledge of visual design and layout development for information materials.
  • Ability to work independently, suggest practical solutions and follow-up effectively on the management decisions.
  • Good planning skills, proactivity, creativity and ability to meet the established deadlines
  •  Skills in photography and image processing.
  • Ability to travel on duty frequently.

Dedication to the United Nations principles and demonstrated ability to work harmoniously with persons of different national and cultural backgrounds.

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

Additional services could be provided after UNFPA authorisation.

Other relevant information or special conditions, if any:

Consultancy fees will be paid on monthly basis, after acceptance by UNFPA of the summary reports on the services delivered by the consultant.

Any remarks, proposals, complaints or claims to the consultant regarding services being provided in line with these terms of reference should be submitted to the consultant in writing within 10 days of submission of consultancy deliverables or reports by the consultant.

The scope of works to be performed by the consultant under these terms of reference, as well as other conditions of the consultancy, could be modified, if required, through a written agreement between the consultant and UNFPA.
