Under the overall supervision of the Chief of Mission and the direct supervision of the Emergency and Stabilization Programme Coordinator, the successful candidate will coordinate the implementation of IOM Ukraine’s Emergency and Stabilization-related programming in Ukraine.

Position Title : National Officer (Emergency and Stabilization)
Duty Station : Kramatorsk, Ukraine
Closing Date : 7 July 2016

Core Functions / Responsibilities:

Support the Programme Coordinator in the overall development, implementation, and monitoring of Emergency and Stabilization-related efforts.

Contribute to fundraising for Emergency and Stabilization-related initiatives in Ukraine.

Assist the Programme Coordinator in the coordination of IOM’s Emergency and Stabilization-related efforts within the context of the relevant sectors.

Act as national interlocutor with Ukrainian government bodies for Emergency and Stabilization initiatives.

Provide chief national oversight for work with partner NGOs in Ukraine on Emergency and Stabilization projects.

Monitor the implementation of Emergency and Stabilization-related initiatives together with the Programme Coordinator and contribute to recalibration of strategy and tactics as necessary.

Support Programme Coordinator in overseeing contracting and logistics for IDP efforts. 

Contribute to regular reporting (IOM internal, IOM external, UN-related, including 3W and situation reporting), correspondence, publication and presentation materials. 

Provide information gathering and management support to Emergency and Stabilization programming.

Track relevant national and local developments pertaining to Emergency and Stabilization.

Organize and/or take part in Emergency and Stabilization-related events (meetings, presentations, discussions, visits, negotiations, etc.).

Undertake duty travel within Ukraine, to areas pertinent to Emergency and Stabilization-related programming, on an as-needed basis.

Guide, train and supervise staff in the programme.

Perform other relevant duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s Degree (or equivalent) in public administration, political science, economics (or related field) from an accredited academic institution with at least two years of responsible work experience;

OR

  • Master’s Degree (or higher) in one of the above fields with no responsible work experience.

Experience

  • Experience working with Ukrainian government and civil society
  • Knowledge of humanitarian activities and context is advantageous
  • Experience working in community-based/community development programming in Ukraine
  • Experience in working with vulnerable populations
  • Proven reporting and writing skills, confident user of the Microsoft Office Suite

Languages

Fluency in English, Ukrainian and Russian is required.
