Project Description

The purpose of this project is to strengthen Ukraine’s health systems to ensure effective and sustainable delivery of HIV/AIDS prevention, care and treatment services to key populations.  The project is going to focus on three main objectives:

1) Enhance national leadership and capacity of evidence-based and gender-based HIVpolicy programming and implementation,

2) Improve and optimize resource allocation and financing for the national and selected regional HIV/AIDS programs targeting key populations, and

3) Optimize and strengthen human resources for health (HRH) for the delivery and scale-up gender-sensitive HIV/AIDS services targeting key populations.

Objective

The M&E Specialist will lead project data analysis and reporting of progress against performance management plan indicators.  The M&E Specialist will work directly with each component and with the M&E from the Washington, DC office to ensure that the Project is adequately evaluating its progress and communicating its findings to USAID. 

Deliverables, Tasks and/or Outputs

Key responsibilities include but are not limited to

• Fulfill all internal project M&E requirements, including the preparation of data for project reporting.
• Develop and manage the project performance-based management system to effectively capture and report on all project deliverables.
• Develop, update, and monitor progress of the performance management plan.
• Identify technical assistance needs of project counterparts and training resources as appropriate.
• Present to USAID on indicators, M&E and project rollout as needed.
• Deliver M&E training and technical assistance to project counterparts to ensure the quality of their reporting.
• Assure all M&E activities are conducted within the scope of the project budget.
• Perform other functions as directed by the Deputy Chief of Party and Chief of Party.

Qualifications/Requirements

The M&E Specialist should have the following qualifications:

• Minimum of five years’ relevant professional experience  
• Minimum of three years working in the areas of HIV or TB
  • Minimum of Bachelor’s degree, Masters is preferred
  • Experience working with PEPFAR reporting requirements is preferred
  • Experience working with donor organizations such as USAID is preferred
