Project name: A New Home: community reintegration and psychosocial support of internally displaced children in Kyiv and Odesa oblast

Background

Labor and Health Social Initiatives (LHSI) is seeking to recruit M&E Specialist to join LHSI implementation team for two year project A New Home. The goal of the project is to promote and strengthen the involvement of civil society organisations in broader rehabilitation and reintegration programmes to provide recovery and psychological assistance for internally displaced children and children affected by the ongoing conflict in Ukraine. The specific objective is to improve community reintegration and psychosocial support of internally displaced children (IDC) in Kyiv and Odesa oblast.

The Monitoring and Evaluation Specialist (MES) will work under the direct supervision of the Project Manager and Director of LHSI and in close cooperation with project team and project partners. He/she will be responsible and accountable for the overall monitoring and evaluation, analytical work and grant management of EU-funded project, based on the project Logframe and the project’s Monitoring Performance Evaluation (MPE) plan. He/she is responsible for monitoring of impacts, preparing of donor and other required result based reports, communication and advocacy of project results, experiences and lessons learned, grant management.

Major workload and responsibilities:

1)     Coordinate the analytical work (assist in developing ToR for the capacity assessment, revise methodology and data collection, supervise the work of the experts, ensure the survey report completes in time and proper quality)

2)     Develop and maintain the project’s monitoring and evaluation plan, based on the project document log frames and indicators. This will include following:

    1. Conduct readiness assessment regarding M&E.
    2. Identify sources of data, collection methods, who collects data, how often, cost of collection and who analyzes it.
    3. Develop criteria and evaluation scheme for the project impact, benefit and sustainability.
    4. Prepare detailed M&E budget  and calendar of M&E activities

3)     Oversee and execute M&E activities included in the Project Work Plan (WP), with particular focus on results and impacts.  This will include following:

    1. Based on the WP design the framework for the physical and process monitoring of project activities
    2. Promote a results-based approach for monitoring and evaluation, emphasizing results and impacts. 
    3. Prepare consolidated progress reports for project management including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations.
    4. Check that monitoring data are discussed and presented at the appropriate  and in a timely fashion in terms of implications for future action.
    5. Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed, collaborate with regional coordinators.
    6. Facilitate, act as resource person, and join if required any external supervision and evaluation missions.
    7. Monitor the follow up of evaluation recommendations

4)     Be responsible for grant management:

  1. Develop the guidelines and other related procedures for grant announcement and awarding
  2. Contracting grantees, prepare necessary documents for the grant agreement (work plan, reporting form, etc)
  3. Conduct briefing webinar for grantees about reporting, monitoring and reporting requirements
  4. Conduct the monitoring visit to granted NGOs and develop reports

5)     In collaboration with PR Manager design and implement a system to identify, analyze, document and disseminate lessons learned.

6)     Be responsible for writing project reports: semi-annual progress reports and other on-time reports requested by LHSI and EU, implementing partner and other stakeholders.

7)     Contribute to the preparation of annual and quarterly workplans

8)     Collaborate with PR Specialist and project partners on advocacy of the project through providing all necessary information, data, publications etc as required

9)     Other duties as required by Project Manager or LHSI Director

Required qualifications:

Education:

  • Advanced degree in social science, sociology, management or other related fields

At least two years of proven experience with:

  • The logical framework approach and other strategic planning approaches;
  • Planning, design and implementation of M&E systems; analytical work, grant coordination or\and data/ information analysis

Functional Competencies:

  • A solid understanding of M&E process, research and analysis;
  • Willingness to undertake regular field visits (mostly Kiev and Odessa regions) and interact with different stakeholders, project partners;
  • Technical report writing skill and a high-level of computer literacy
  • Fluency in written and spoken Ukrainian, good knowledge of English is required for the position.
