Danish Refugee Council is looking for a qualified candidates to fill in positions of Community Protection Outreach Worker for its offices in Dnipropetrovsk and Berdyansk to implement the project addressed to internally displaced persons.

Introduction:

The project will be implemented by the Danish Refugee Council (DRC) and the Right to Protection (R2P). DRC is an international humanitarian non-governmental non-profit organization working in 35 countries

Throughout the world with a mandate to promote and support, promote and support protection and durable solutions to conflict-affected populations. R2P is the all-Ukrainian charitable foundation assisting refugees, asylum seekers and internally displaced persons in Ukraine.  

 The project’s major objective is to ensure that internally displaced persons (hereinafter IDPs) in Ukraine exercise their human rights through conducting a thorough protection monitoring in the 15 regions of Ukraine, developing of a comprehensive analysis of the legal framework regarding IDPs in Ukraine and advocating for the improvement of government policy and legislation, and its implementation in response to the problems identified during the monitoring.

Main duties:

  • Conducts a profound monitoring of the different life spheres of IDPs, returnees and those remaining in the areas affected by the conflict guided by Team Leader and regional Data Manager;
  • Visits predetermined districts/locations and interviews appropriate key Informants and households according to the methodology for the respective assessments.
  • Conducts interviews using the assessment tools advised.
  • Recognizes and gives an account of problems in obtaining data during the assessment and other challenges encountered, as to support evaluation of data collection mechanism.
  • Conducts an ad-hoc monitoring following instructions provided by DRC/R2P on a weekly basis.
  • Takes photographs and records videos of IDPs, objects, events of interest to the purposes of monitoring. Makes sure that no photographs were taken and videos were recorded without prior consent of IDPs in written by signing a special form of consent. Collects and hands over signed forms to Data Manager.
  • Submits completed tasks and reports to Data Manager and Team Leader, specifies/precises needed information following feedback from regional Data manager and/or Team Leader.
  • Effectively communicates with Data Manager and Team Leader regarding weekly tasks for protection monitoring and further instructions with DRC/R2P Security Advisors regarding safety issues.
  • Immediately reports any security incidents involving R2P staff to Team Leader and Project Manager both orally and in written to Team Leader and Protection Monitoring Coordinator about any cases of discrimination of IDPs, deprivation them of their rights or any other cases of IDPs human rights violations not indicated in ad-hoc weekly tasks for protection monitoring.
  • Provides complete, comprehensive and reliable information to Data Manager and Team Leader, supports information with facts and photo and video materials.
  • Conducts interviews in being neutral and tolerant towards interlocutors, to avoid being involved into political discussions, disputes and arguments. Communicates and coordinates with monitors, data managers and team leaders of other regions.
  • Takes good care of and keeps in secure the fixed assets provided by DRC/R2P to carry out the project activities.

Required knowledge and skills:

  • Good understanding and knowledge of the local situation and of the community dynamics.
  • Ability to gather information in an objective, appropriate and sensitive way by carefully observing, by actively listening, by paying full attention to the situation and the information of the various sources, and understand the points being made.
  • Know how to effectively convey information, in local language and in English.
  • Expertise to enter, transcribe, record, maintain data/ information in written or electronic forms.
  • Cultural sensitivity and diplomacy.
  • Ability to demonstrate excellent communication skills and be able to interact with people from different fields and at different levels. 
  • Familiarity with Ukrainian society, institutions, and agencies.
  • Reasonable familiarity with humanitarian themes such as displacement, education, shelter, food security and nutrition, health, livelihoods, protection, water, sanitation and hygiene. 
  • Willingness to travel within designated area.
  • Willingness to work in moderately insecure environments
  • Computer literacy (Windows, MS Office), including technical capability to use Android tablet devices.
  • Excellent Russian language proficiency. Intermediate English language
  • Relevant working experience, over three years preferred.

Qualifications:

 University degree, preferably in social sciences or law.
