Scope of Work for Support to the Ukrainian Center for Socially Dangerous Disease Control (UCDC)
Revision of UCDC grant management manual (PR manual) and tools, sub-recipient grant implementation manual (SR manual) and tools, and provision of training

Background
The global LMG project (implemented by Management Sciences for Health) is a five-year Cooperative Agreement, funded by USAID with the objective to support health systems strengthening by addressing the gap in leadership, management and governance capacity of policy makers, health care providers and program managers to implement quality health services at all levels of the health system. In mid-2013, the Leadership, Management and Governance (LMG) Project began to work with Ukrainian Center for Disease Control (UCDC), to build on the progress of other projects in strengthening UCDC’s capacity as a Global Fund PR, and to build the institution’s overall capacity as a major player in the Ukrainian health sector.
UCDC is a specialized agency of the Ministry of Health of Ukraine, which performs the functions of intersectoral and interdisciplinary coordination of enterprises, institutions and organizations involved in activities aimed at (i) prevention and treatment of HIV, TB and other infectious diseases; (ii) providing organizational and technical assistance to health care institutions, specialized health care institutions and structural units of health care institutions; (iii) performing diagnostics and providing medical preventive care to people infected with HIV/AIDS, tuberculosis, and other infectious diseases; (iv) and supporting organizations providing specialized health care, diagnostic treatment, counselling for people infected with HIV/AIDS, tuberculosis, and other infectious diseases.
The LMG technical assistance efforts in Ukraine are focused on continuing the work with UCDC to strengthen their capacity to be (i) a strong PR under the Global Fund; and (ii) to be a strong institution managing the national HIV and TB programs in Ukraine.
Objective
UCDC currently functions as one of the three Principal Recipients (PR) implementing a Single HIV and TB grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for 2015-2017. Under the new grant, UCDC has only one Sub-Recipient (SR), which is the State Penitentiary Service of Ukraine (SPSU).
During Project Year 1 (June 2013 – June 2014), LMG provided support to UCDC in reviewing and/or preparing a range of policies, procedures and other documents and tools for assessment, selection and management of SRs. LMG also provided technical assistance to UCDC Global Fund Project Implementation Unit in reviewing and updating Procurement and Supply Management (PSM) Manual, SR management tools, manuals and operational guides; in developing SR contracts as well as systems to monitor and manage SRs; and helped to develop the SR and PR capacity development plan.
As part of their work to strengthen UCDC’s capacity as a Principal Recipient of the Global Fund and to assist UCDC in strengthening the capacity of its sub-recipient/s/, the LMG project in Ukraine is looking for a local consultant to assist UCDC in revising the grant management manual (PR manual) and tools, the sub-recipient grant implementation manual (SR manual) and tools, and to provide training to UCDC’s SR (SPSU) in grant implementation and standard operating procedures (SOPs).
Activities
It is planned that the consultant will work with key staff members of UCDC-based Global Fund Project Implementation Unit, SPSU, as well as with the LMG staff during up to 36 payable days and will be based in Kiev, Ukraine. No travel outside of Kyiv, Ukraine, will be authorized. The consultant will be expected to complete the following activities:
1. Review and analyze existing and relevant Global Fund guidelines, policies and recommendations related to grant management, implementation, and reporting. Prepare a list of all reviewed and analyzed GF documentation.
2. Review and analyze PR- and SR-related documents and tools developed by LMG for UCDC in project year 1, including annexes to UCDC procedures for SR assessment and selection.
3. Review existing UCDC grant management manual (PR manual), procedures and tools (including SR management tools) and revise them (a) to be in line with current Global Fund guidelines and policies; and (b) to incorporate, whenever appropriate, LMG deliverables developed in project year 1.
4. Review existing grant implementation manual (SR manual), procedures, tools, as well as draft SR sub-grant agreement (currently being developed by UCDC) and related forms/annexes of this agreement and revise them (a) to be in line and consistent with the revised PR manual, procedures and tools (as described above under Activity 3); (b) to incorporate, whenever appropriate, LMG deliverables developed in project year 1; and (c) to take into account, whenever appropriate, the specifics of the State Penitentiary Service of Ukraine as a Sub-Recipient.
5. Hand over to UCDC PIU staff members the newly developed/revised manuals, procedures and tools to make sure that they are fully familiar with and are able to use these materials in their work.
6. Develop modules and conduct training for the State Penitentiary Service of Ukraine in grant management and newly developed/revised SR manual, procedures and tools, as well as in GF policies and procedures, specifics of SR responsibilities, financial management and reporting.
Key Deliverables
1. A list of all reviewed and analyzed GF guidelines, policies, recommendations and other documents.
2. Revised UCDC PR manual, procedures and tools.
3. Revised UCDC SR manual, procedures and tools, and SR sub-grant agreement.
4. SR training modules and training report.
Experience and skills required of local consultant
- Knowledge of Global Fund procedures and policies
- Experience with PRs and SRs implementing GF grants
- Ability to develop manuals, procedures and tools (for reporting, financial management, etc) for grant and SR management and grant implementation (for both PRs and SRs)
- Experience in SR assessment and selection processes
- Experience in training SRs on GF policies and procedures
- Knowledge of SR management systems and tools required for financial management, financial and programmatic reporting
- Knowledge of SR contracting and budgeting procedures
- Ability to facilitate work in groups, addressing complex issues and capacity gaps
- Fluency in Ukrainian and Russian
- Desired: experience working in Ukraine’s health sector
