Full time, based in Kiev with extensive travel across Ukraine and to London, UK.

World Jewish Relief, the UK Jewish Community’s leading international humanitarian and development agency primarily works across Ukraine, Moldova, Georgia and Belarus, creating innovative and sustainable solutions to support the elderly, those living with disability and those that need a helping hand to get back into employment. Our work extends beyond the Jewish community and in 2013-14 we assisted 56,841 individuals.

WJR has supported a large number of programmes and partners throughout Ukraine for almost 20 years. Given the current context in country and the social and economic challenges ahead, WJR has recently established a local Ukrainian not-for-profit organisation. WJR is now seeking to recruit a Representative to manage this independent locally registered charity and seek to develop and enhance critical relations with Government of Ukraine, international funding agencies and peer organisations and provide support to a range of vulnerable client groups in country, building on the experience and expertise of WJR UK.
Job Purpose:
To manage a new locally registered organisation “WJR Ukraine”; build partnerships and relationships with national and local authorities and international agencies, identify funding opportunities and support the management of WJR initiatives throughout the country, particularly focusing on the response to the current crisis.
The candidate will work closely with WJR’s Programmes Team in London and report to one of their Programme Managers.
More specifically the role would be responsible for the following:
Leadership and relationship building
· Monitor, analyse and report on humanitarian response and developments, disaster relief/management programmes or emergency situations in the country
· Monitor, analyse and regularly brief WJR UK on local and regional political social and economic developments
· Represent WJR with stakeholders, forging effective relationships and partnerships with NGOs, international development agencies, local government, businesses and others.
· Represent WJR’s interests with local and regional networks and interest groups.
· Identify and participate at regional networks, events, conferences and other relevant public forums.
· To liaise with other NGOs, INGOs, local and regional government authorities, UN agencies and other relevant stakeholders for effective coordination, cooperation and communication.
· Analyse, assess and lead on developing potential funding opportunities with EU, DFID, UN agencies and other funding agencies including potential consortium opportunities.
Programme and Partner management of WJR initiatives
· Coordinate with the UK Office to rapidly familiarise yourself with WJR’s international programmes strategy and the approach WJR is seeking to take in the Ukrainian context.
· Coordinate and monitor the implementation of WJR’s crisis and recovery programme in the context of the conflict in the eastern Ukraine, including needs assessments.
· Where funding opportunities develop provide oversight of project operations with partner agencies, including hiring local staff, ensuring logistics and procurement systems are in place for distribution, renting office/warehouse space and vehicles as needed, ensuring the safety and security of WJR staff and assets, and monitoring activities.
· Ensure compliance with donor procurement regulations, and with all local laws and regulations; meeting deadlines; preventing and managing fraud and corruption
· As a key actor between Ukraine operations and WJR UK, manage and provide day-to-day programmatic, operational and strategic support guidance to WJR’s implementing partners, ensuring that activities are contributing to WJR’s programme objectives and are within the partner’s scope.
· Provide regular reports to WJR UK regarding partners’ activities and their performance and recommendations for modifications.
· Carry out research for potential new programme developments; including researching credible partners and other relevant actors in the field.
· Build and enhance relationships with local communities, establishing strong partnerships and identifying need; and help WJR better understand community contexts and culture.
· Support the UK Office in local monitoring to deepen our learning of programme implementation.
· Where appropriate and with coordination of UK office, support partner capacity building initiatives and trainings.
Management of the locally registered organisation
· To take full responsibility to set up the newly registered office in Kiev.
· Manage the financial and administrative requirements of the organisation including filing and submitting necessary legally required reports to authorities.
· Coordinate logistical arrangements for WJR staff travel where necessary
· Maintain excellent communication and working relationship with WJR UK, using their expertise to optimize the country’s strategy implementation and providing a monthly report to the UK Programme Manager on all activities reporting against objectives and activities.
· To liaise with the UK Fundraising and Marketing teams to help coordinate support for fundraising and marketing initiatives, ensuring timely reporting and communication of programme activities where appropriate.
ROLE SPECIFICATION
EDUCATION, QUALIFICATION |
- Degree level qualification preferably with social, international relations or development modules. - A postgraduate qualification in international development or a related field a distinct advantage. |
EXPERIENCE |
- Minimum of 4 years experience in management and 2 years representative experience in the humanitarian and/or development sector. - Demonstrated experience in managing multiple projects in high-pressure environment - Demonstrated experience in project cycle management including: planning & delivering projects against targets; field based programme monitoring and evaluation - Demonstrated experience financial management including strong budget and cash flow management; - Demonstrated experience in contract and partner management - Demonstrated experience in working with national or international donor organisations - Experience in building networks and relationships with partner organisations. - Experience in using best practices and designing programmes to solve identified problems. - Experience of developing and distance-managing partnerships with international or local agencies. - Desirable - knowledge of and demonstrable experience in emergency relief, rehabilitation and development issues |
SKILLS/ABILITIES |
- A deep familiarity and understanding of the civil society in Ukraine - Fluency in English and Russian or Ukrainian - Demonstrable leadership and management capabilities with skills to liaise at government levels as well as with all vulnerable client groups. - Outstanding oral and written English communication skills with an ability to produce accurate, factual and compelling reports and proposals. - A self starter, able to work independently and with exceptional administrative and organisational skills. - Demonstrable strong integrity and principles. - A willingness and ability to speak in public and to network proactively with other relevant agencies. - Highly motivated and flexible with an appetite for hard work and exceptional output. - Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues - Knowledge of the social sector demonstrating an understanding of vulnerability within Ukraine. - An ability to travel extensively across Ukraine |
