Standard Grants—EaP are sim­i­lar to the the exist­ing Standard Grants pro­gram. Projects must involve grantees and project part­ners from at least two Visegrad Group coun­tries (Czech Republic, Hungary, Poland or Slovakia) and at least a sin­gle (1) coun­try of the Eastern Partnership (EaP)—Armenia (AM), Azerbajian (AZ), Belarus (BY), Georgia (GE), Moldova (MD) or Ukraine (UA). Cross-border coop­er­a­tion projects can involve three enti­ties (includ­ing the appli­cant), two out of which must be of two neigh­bor­ing EaP coun­tries (the fol­low­ing com­bi­na­tions are pos­si­ble: AM-AZ, AM-GE, AZ-GE, BY-UA and MD-UA).

Any orga­ni­za­tion or nat­ural per­son (with the excep­tion of insti­tu­tions directly funded from a state bud­get) is eli­gi­ble for fund­ing. Projects sub­mit­ted within Standard Grants should aim at sup­port­ing the reform processes, polit­i­cal asso­ci­a­tion and eco­nomic inte­gra­tion with the EU, strength­en­ing insti­tu­tional capac­ity, the devel­op­ment of civil soci­ety and trans­for­ma­tion of the EaP countries. Preference will be given to projects sub­mit­ted by non-profit and non-governmental orga­ni­za­tions, pub­lic edu­ca­tional, cul­tural and research insti­tu­tions and munic­i­pal­i­ties or local governments.

Minimum con­tri­bu­tion of the Fund for each Standard Grant is €6,001 (€10,000 on aver­age). The finan­cial con­tri­bu­tion of the Fund can­not exceed 70% of total project costs includ­ing the in-kind con­tri­bu­tion of the appli­cant, or in-kind con­tri­bu­tions of other par­ties. The max­i­mum time frame of the pro­posed bud­get is 12 months (even if the projects are envis­aged to last longer).
